A RESOLUTION APPROVING A BUDGET ADJUSTMENT
AND AUTHORIZING TWO POSITIONS FOR ENGINEERING;
RECLASSIFICATION OF THE PUBLIC WORKS ANALYST
POSITION TO ASSISTANT PUBLIC WORKS DIRECTOR; AND
PROVIDING THE FUNDS FOR THE ADDED POSITIONS.
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
FAYETTEVILLE, ARKANSAS:
Section 1. That the Council hereby approves a budget adjustment decreasing County
Sales Tax, Acct. No. 1010 0001 4102 00 in the amount of $51,150.00 and Miscellaneous
Program in the amount of $25,000.00 to increase Operations & Administration, Program No.
6220 in the amount of $27,100.00; Plans & Specifications, Program No. 6210, in the amount
of $17.801.00; and Public Works Director Program No. 6200 in the amount of $32,250.00.
A copy of the budget adjustment is attached hereto marked Exhibit "A" and made a part hereof.
Section 2. The Council hereby authorizes two (2) new positions of Cad Drafter and
Engineering Tech for the Engineering Division and the reclassification of Public Works Analyst
to Assistant Public Works Director.

DRAFTER I
POSITION SUMMARY

An entry level drafting job involving the production and updating
of engineering maps, reference sheets, drawings and plans. Work
involves the application of basic drafting skills and a good
working knowledge of AutoCAD, a computer drafting and design
program, which is now used almost exclusively in the production of
all maps and drawings. Work does not allow great latitude for
independent judgement, but as an employee becomes more proficient,
work is subject to less supervision and a greater variety of tasks
may be assigned. Work is reviewed in process and upon completion by
technical supervisors to assure conformance with instructions,
quality, accuracy, and appearance.
PRIMARY RESPONSIBILITIES AND DUTIES
Does layout and plan/profile sheets for water and sewer main
construction and extensions; reduces survey notes and prepares
plan/profile sheets for public improvement projects. Plots existing
conditions and cross-sections and computes estimated project
quantities of materials required.
Draws/digitizes atlas sheets and updates records within the
AutoCAD/computer environment. Files and cross-indexes project plans
and survey notes. Operates blueprint machine.
Updates city maps, plat maps, water and sewer atlas, comprehensive
maps, and zoning maps.
Locates and checks for availability of
property owners and developers.
Performs and assists in field survey
office work.
Performs related work as required.
REQUIREMENTS OF POSITION

Graduation from high school or equivalent plus college or
vocational courses in AutoCAD, drafting, and surveying with
preferrably 2 years experience in AutoCAD operations; or any
equivalent combination of experience and training that provides the
following knowledge, abilities, and skills:
Knowledge of the terminology, methods, equipment, practices,
instruments, and techniques of general engineering drafting and
AutoCAD operations.
Knowledge of mathematics and trigonometry and the ability to make
arithmetical calculations quickly and accurately.
Ability to draw, trace, and sketch simple maps, drawings and plans.
Ability to learn the operation of computer-assisted design and
drafting software, related programs, and basic use of a PC.
Ability to read and interpret various kinds of maps, graphs,
charts, plans and survey notes.
Ability to understand and follow oral and written instruction.
Ability to establish and maintain effective working relationships
with associates and the general public.
DRAFTING PERSONNEL REQUEST
The purpose of this request for one new person is to provide
additional drafting capability for the Engineering Division. The reasons for
this request are:
1. New Subdivision Activity
The number of Preliminary Plats, Large Scale Development, and Lot
Splits submitted to the Planning Commission for approval over the past 7
years are:

As shown above, the number of new Preliminary Plats submitted to the
City for approval has almost doubled over the past two years from the 6
previous year. Excluding the two years for which data is unavailable, the
number of Preliminary Plats submitted has gone from an average of 22 per year
to 42 per year over the last two (2) years. Each of those plats represents 1)
water and sewer "As-Builts" to place on city atlas sheets, 2) a new
subdivision to place on the city atlas sheets, and 3) in many cases, the
creation of new atlas sheets. Existing personnel have been unable to keep up
with these demands over the past 1.5 or 2 years.
It is not known how long subdivision activity will stay at this pace,
but we should expect it to continue for some time. Even if activity were to
return to the pre 1993 level, the amount of work created by those
subdivisions already approved and planned would require the additional
personnel anyway.
2. Computer Mapping and GIS:
Over the past several years we have been in the process of changing
over our paper maps to disk files which is requiring that in some cases we
keep both paper and disk files current. The number of maps that we are
dealing with is around 350 atlas sheets covering Fayetteville, Greenland, and
Farmington, with some lessor number of water and sewer sheets. The total
number of sheets are about 800. All of those sheets must be placed on disk in
some manner in order to be utilized through the computer based mapping system
under development. This cannot be accomplished with existing personnel.
3. In -House Engineering:
At the present time we have identified eight (8) projects planned for
1995 that we will engineer in-house. These activities will range from small
to moderately large projects each requiring a certain amount of drafting
capability. An additional drafting person would give us some of the drafting
time that we need.
It should be emphasized that while the in-house engineering program
would utilize the additional drafting capability for projects, the need for
this additional person is not directly related to in-house engineering. The
need is related to the day to day requirements of keeping both paper and
digital mapping current and up to date, and in dealing with the changes
involved in the GIS Program.

Justification of this Increase:
The additional positions are requested to meet the increased
workload in Engineering. Reclass the Public Works Analyst position
to the Assistant Public Works Director position.
