HomeMy WebLinkAbout50-95 RESOLUTIONRESOLUTION NO. 50-95 A RESOLUTION APPROVING TASK ORDER NO. 3 IN THE AMOUNT OF $25,000.00 FOR McCLELLAND CONSULTING ENGINEERS TO PERFORM NECESSARY SERVICES REQUIRED TO PREPARE A PASSENGER FACILITY CHARGE APPLICATION. BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF FAYETTEVILLE, ARKANSAS: Section 1. That the City Council hereby approves Task Order No 3 in the amount of $25,000.00 for McClelland Consulting Engineers to perform necessary services required to prepare a passenger facility charge application. A copy of the task order is attached hereto marked Exhibit "A" and made a part hereof. PASSED AND APPROVED this 4th day of April , 1995. ATTEST: By: An CA, Pauli Traci Paul, City Clerk APPROVED: By: TASK ORDER NO. 3 Passenger Facility Charge PFC Implementation Drake Field Fayetteville Municipal Airport Fayetteville, Arkansas This Task Order is hereby made a part of the Basic Agreement executed ,February 2, 1993, between McClelland Consulting Engineers, Inc., (ENGINEER) and City of Fayetteville, Arkansas (OWNER) in accordance with the provisions of that Agreement. ARTICLE 1 The Owner desired to develop and implement a Passenger Facility Charge to fund various projects relating to safety and passenger capacity at Drake Field, Fayetteville, Arkansas. The PFC funding application to be submitted to the FAA will outline items of work from the updated five (5) year Capital Improvement Program. 1. Analytical Phase • Review Pertinent Airport Data • Conduct Interview of Airport & City Officials • Develop Schedule for PFC Process • Determine Local Legal Requirements • Analyze Capital Development Potential • Analyze PFC Funding Potential • Develop Financial Plan 2 Implementation Phase • Prepare and Coordinate All Local Legal Requirements • Coordinate and Consult with Airlines • Apply for the PFL • Develop a Community Awareness Program • Review Associated PFC Requirements The Engineer will use the consultant firm of Leibowitz Airport Management Consultants, Inc., who has considerable experience in developing PFC Applications and Implementations. The Engineer will assist the consultant with updating the five (5( year Capital Improvement Program, Cost Estimates for CIP and mapping and ALP updates for PFC application. WP:95106:T03:jm - 1 - The Engineer shall endeavor to complete the project in accordance with the following schedule following the receipt of the Notice to Proceed issued by the City: • Submit PFC Application to FAA 6 months • *FAA and Owner Review 1 month • Final Approval & Implement PFC 2 months *The Engineer has no control over these phases. ARTICLE 2 The COMPENSATION for services to be provided in Article 1 above shall be according to the following amounts. 1. For services rendered, the Owner agrees to pay the Engineer based on the percentage of completion of the Scope of Work performed by the Engineer and detailed in a progress report submitted to Owner with the Engineer's invoice The Engineer's fee for providing the services described in Article I of this Task Order shall be Twenty-five Thousand and no/100 Dollars ($25,000.00). This fee includes all reimbursable expenses. Additional work requested by the Owner beyond the work scope stated above in Article 1 shall be performed only after authorized in writing by the Owner. Payment for additional work shall be according to the hourly rate schedule in the Basic Agreement and actual reimbursable expenses or in accordance with a fixed amount agreed upon by the Owner.
