RESOLUTION NO. 128-95
A RESOLUTION APPROVING A PROPOSAL MADE BY JACK
AND JULIE JOHANSEN AND GUNNAR BROBERG D/B/A/
FAYETTEVILLE CARRIAGE COMPANY TO PROVIDE
PROFESSIONAL. HORSE DRAWN CARRIAGE SERVICE TO
THE FAYETTEVILLE COMMUNITY.
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
FAYETTEVILLE, ARKANSAS:
Section 1. The Council hereby approves the proposal presented by Jack and Julie
Johansen and Gunnar Broberg dib/a/ Fayetteville Carriage Company to provide professional
horse drawn carriage service to the Fayetteville community. A copy of the proposal is attached
hereto marked Exhibit "A" and made a part hereof.

The owners though working together are of separate businesses and are responsible for
their own carriages and animals. The two carriages will facilitate a wider customer base and a
better coverage in operating hours.
:Mission:
Our goal is to otTer a professional horse drawn carriage service to those people who
visit the downtown community of Fayetteville. The downtown area offers scenic beauty in
architecture and in horticulture that is unmatched in our region. Our goal is to accentuate this
business climate and to offer an extra service to those who are doing business there.
Our plans also include weddings, parades, and many other special occasions for
separate fees to be charged.
Hours of Operation:
Not limited to Tuesday through Sunday, 6:00 p.m. to 11:00 p.m.. The Hours to be
determined by passenger travel and weather conditions.
Fee:
$20 per couple
$10 for single
$5 per child, 10 years of age or under

Liability insurance will be maintained in the amount of $1,000,000. (See attached
document)
Stagine Ares:
The staging area is to be confirmed with the City Traffic Engineer. This area to be
used for parking of trucks and trailers and preparation of the horse and carriage.
Boarding Point:
East side of the square behind the Old Post Office Restaurant. This location provides
ease of entry and exit for horse and equipment also high visibility to the Hilton Hotel and the
CCE complex. The safety and convenience of passengers must be considered. With the
loading dock area of the Old Post Office as an approach to parking the carriage, fewer
vehicular parking places would be lost due to carriage parking.
Proposed Route:
Leaving the boarding point, the carnage will travel north on East Street to Meadow,
turn east to 71 B, turn south to Center Street. Travel west on Center Street to Locust, tum
south and go to Rock Street. Turn east on Rock Street where the Carnage will turn back
north, Circle the square and end at the beginning, These routes are subject to change with
consultation with the City Traffic Engineer.
Equipment:
Not limited to: Belgium Draft Horse and 6 passenger open Visavis (optional cover).
Buggy Horse and 2 passenger covered Surrey.
All equipment (carriages, harnesses, etc.) is new and professional in appearance.
Hydraulic brakes, lights, and the most up to date safety features.
Sanitation:
Horses will wear bunn bags at all times. The carriage company will confer with the
City Sanitation Engineer.
Needs from the City:
We will need the city to provide a hitching post, water supply and a sign reserving the
proposed boarding point during the hours of operation. We will provide a portable sign
describing our services and fees.

PERSONAL: Age 45, have been married to Bunny Broberg for 10 years.
We have one son, Hakon, age 5. Do not smoke or drink
alcohol and am in excellent health.
1969 - 1971 After completeing a combat tour of duty with the
United States Marine Corp in Vietnam, I was a
non-commissioned officer in charge of the USMC
Camp Barstow, California, Base Riding Stables and
Mounted Color Guard. Managed and conducted daily
and overnight mountain horseback rides, horse drawn
hay rides and the Marine Corp Mounted Color Guard
horses for special occasions and parades. Upon
discharge in 1971 I relocated to Lake Villa, Illinois.
1971 - 1976 Opened and operated Wagon Wheel Riding Stables in
Lake Villa, Illinois. Successful in hourly horseback
rides, horse drawn hay vides, riding lessons, buying
and selling horses. Lease on•property expired in
1976, non-renewable due to property rezoning.
1976 - 1978 Owned and operated the riding stables at Americana
Resort, Lake Geneva, Wisconsin. Agenda included
daily horseback riding, horse drawn hay rides and
carriage rides between main resort complex and riding
stables compound adjacent to resort airport and landing
strip. A vast experience and knowledge of equine
behavior was gained in this environment.
1978 - 1985 Was awarded the horse back riding and horse drawn
hayride contract at the Chain 0' Lakes State Park
in Springgrove, Illinois during the months of May
t hrough October. Maintained a consistent business
o f buying and selling horses and mules.
1985 to date Relocated home and business to Fayetteville, Arkansas.
My wife and I own and operate Blue Sky Horse & Mule
Co. which consists of a successful business of buying
and selling all breeds and disciplines of equine use.
This includes hunter - jumpers, polo horses, western
pleasure, hunting and packing horses and mules, teams,
carriage horses and more. We semi-annually produce
B lue Sky Horse & Mule Days at the Washington County
Fairgrounds.
I feel the time is right to own and operate a first class carriage
service for the City of Fayetteville and my abilities and talents
in the equine profession plus those of human relations and communi-
cation should make this an enjoyable endeavor to all concerned.
