A RESOLUTION APPROVING TASK ORDER NO. 6,
CONTRACT COSTS NOT TO EXCEED $48,000, WITH
MCCLELLAND CONSULTING ENGINEERS FOR WORK
ASSOCIATED WITH AN INSTRUMENT LANDING SYSTEM
(ILS) STUDY AND RECOMMENDATION AT THE
FAYE'1"TEV ILLE MUNICIPAL AIRPORT AND APPROVAL OF
A BUDGET ADJUSTMENT IN THE AMOUNT OF $8,850.
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
FAYETTEVILLE, ARKANSAS:
Section 1. The Council hereby approves Task Order No. 6, contract costs not to
exceed $48,000, with McClelland Consulting Engineers for work associated with an instrument
landing system (1LS) study and recommendation at the Fayetteville Municipal Airport and
authorizing the Mayor and City Clerk to execute same A copy of the task order is attached
hereto marked Exhibit "A" and made a part hereof.
Section 2. The Council also approves a budget adjustment in the amount of $8,850
by increasing Professional Services, Acct. No. 5550 3960 5314 00 decreasing AIP Grant #20,
Acct. No. 5550 3960 7820 20, Project No. 94086. A copy of the budget adjustment is attached
hereto and made a part hereof.

TASK ORDER NO. 6 EXHIBIT A
TO
BASIC AGREEMENT FOR AIRPORT ENGINEERING SERVICES
DATED FEBRUARY 2, 1993
ARTICLE 1
WHEREAS, because the OWNER has determined that, to enhonce public safety, an
Instrument Landing System (ILS) at Drake Field is feasible, the OWNER now authorizes the
ENGINEER to proceed with a study to determine the most desirable antennae locations. It
is expressly understood that the ENGINEER will subcontract with recognized experts in the
disciplines required to determine 113 site location criteria..
The work involved is as follows:
• Phase 3: ILS SITE LOCATION STUDY: Following the results of the SITE
VISITATION/INVESTIGATION and consultation with FAA, and upon authorization by the
OWNER, the ENGINEER will retain Dr. McFarland/Ohio University to assist the ENGINEER
In performing this phase of the work. This phase will result in the production of a
technical report which specifies antennae locations and site grading requirements
and cost estimates for the ILS installation. This report will also determine the most
cost-effective system to use (i.e., Imaging vs. Non-imaging, as well as subcategories
of equipment within those major divisions), specific locations of ILS equipment within
those major divisions, specific locations of ILS equipment components to give
optimum performance and an acceptable Reference Datum Height (RDH), and
estimates of most probable installed cost for the recommended ILS. In order to make
these recommendations with high confidence, the ENGINEER'S subconsultant will
conduct full-scale on-site glide slope tests. The resulting technical report will provide
detailed design data which can be utilized by the ENGINEER to later perform the
detailed design plans and specifications for the purpose of receiving bids for the 115
installation for Runway 34.

ARTICLE 2:
The compensation for each phase of services to be provided is as follows:

Phase 3: The compensation, for the services to be provided, is to be
determined based upon hourly rates and unit prices with a 5%
Subconsultant Administration fee for a total, not to exceed $48,000.
The ENGINEER will be allowed to mark up the subconsultant's fee, as
a direct expense, by 5%, said mark-up to serve as reimbursement for
administrative/coordination services provided in conjunction with the
subconsultant's services.

The attached amendment to Task Order #6 will provide for additional services necessary for consultation work
necessary in the approval process for the ILS/LDA approach equipment and procedure. This ongoing portion
ogthe process is nearing the end. This amendment will allow for billings of services on hourly and unit price
bases as needed by the Airport. The work also includes an on-site conference with the Federal Aviation
Administration in Ft. Worth Texas to meet with the approach/F & E and procedures branches.
The Airport Board approved this expense at their June 6, 1996 meeting. Should you have any questions or
require additional information, please do not hesitate to contact this office.

BASIC AGREEMENT FOR
AIRPORT ENGINEERING SERVICES
DATED FEBRUARY 2, 1993
ARTICLE 1
WHEREAS, the effort required to convince the FAA that an LJA/DmE/Glide Slope
landing aid is appropriate for R/W 34, Drake Field, has significantly exceeded the
effort anticipated for this purpose, and
WHEREAS, engineering consultation and support is needed at meetings with the
FAA in order to facilitate needed concurrence,
The ENGINEER is hereby authorized to provide additional support and
consultation services.
The work is, generally, to consist of: travel to/from, and attendance at, meetings in
FAA's regional office; response to technical issues raised by FAA; and coordination with
FAA toward the objective of securing FAA's written Notice To Proceed with the
proposed project.

ARTICLE 2
Additional compensation is to be provided for the additional effort, based upon
hourly rates and unit prices, not -to -exceed Six Thousand Dollars ($6,000), This
brings the total, not -to -exceed compensation for Task Order No. 6 to a sum of
$54,000.
Except where specifically amended, all other provisions of Task Order No. 6
remain in effect.
