A RESOLUTION DESIGNATING THE WALTON ARTS
CENTER COUNCIL AS THE OFFICIAL ARTS
ORGANIZATION IN FAYETTEVIIIE AND SUPPORTING ITS
EFFORTS IN PROMOTING AWARENESS AND
ENCOURAGING PARTICIPATION IN THE ARTS.
WHEREAS, the Walton Arts Center Council ("Council") is a non-profit organization
created in 1986 to encourage and promote the awareness, development participation, and quality
of the arts: and
WHEREAS, the "Council" develops programs to enhance cultural appreciation and
participation in the arts, introduces arlistic and cultural heritage as part of formal education of
children and encourages excellence in all artistic disciplines; and
WHEREAS. programs, lectures, and demonstrations introducing visual arts, musical arts,
and the art of dance have been provided to both public and independent school students by the
"Council"; and
WHEREAS. the "Council" desires from time to time to make application for various
grants that if received, would assist both the "Council" and the City of Fayetteville in reaching
some or all of the desired cultural outcomes; and
WHEREAS, the City of Fayetteville has, in perpetuity, five appointments to the
governing hoard of the "Council"; and
WHEREAS. the Board desires to recognize the "Council" for its outstanding efforts in
enhancing the aesthetic values of our area.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF FAYETTEVILLE, ARKANSAS:
Sexton 1 That the Walton Arts Center Council is hereby designated as the official
arts organization in Fayetteville and the City supports its efforts in promoting awareness and
encouraging participation in the arts.

WHAT IS GOVERNMENT DESIGNATION MD WHY BOTHER?
DESIGNATION
is the process by which a private, non-profit local arts agency establishes a formal
working relationship with its "local government.
is a required step in the process of seeking funding from the National Endowment
for the Arts LOCALS program.
enables the agency to operate on behalf of and represent its local government in
dealing with state and federal arts agencies.
enables the local government to call upon the resources, knowledge and services of
a local arts agency without having to establish a separate agency or department.
is strongest when it is incorporated into the Charter of the govemment agency, but
can also be accomplished by ordinance.
THE CHARTER OR ORDINANCE SHOULD:
- specify broadly the relationship,
- specify the obligations of both parties
- specify financial terms (if appropriate) of both, and
- specify the govemments representation in goveming the designated arts agency.

CITY OF FAYETTEVILLE, ARANSAS
An ordinance designating the Walton Arts Center Council (COUNCIL) as the appointed
agency of the arts.
WHEREAS the COUNCIL is a nonprofit organization created in 1986 to encourage and

WHEREAS the COUNCIL develops programs to enchance cultural appreciation and

WHEREAS the BOARD desires to recognize the COUNCIL for its outstanding efforts
in enhancing the aesthetic values of our area.
NOW. THEREFORE BE IT RESOLVED. THAT THE FAYETTE'VILLE ARKANSAS CITY
COUNCIL does hereby unanimously designate the WALTON ARTS CENTER COUNCIL
as the official art organization in Fayetteville; and supports its efforts in promoting
awareness and encourageing participation in the arts.
DONE, ORDERED AND ADOPTED, in regular session, this day of
