A RESOLUTION REQUESTING THE ARKANSAS
DEPARTMENT OF POLLUTION CONTROL AND ECOLOGY
TO PERMIT A COMPOSTING mourY IN NORTHWEST
ARKANSAS.
WHEREAS, a serious solid waste problem exists in Northwest Arkansas, and
WHEREAS, there is only one permitted landfill left in the immediate area and it soon
to reach its permitted level. and
WHEREAS, the unique geological structure of much of Northwest Arkansas make
landfilling difficult, and
WHEREAS, efficient and well run composting systems have been shown to reduce the
volume of organic matter by 80% or more. and
WHEREAS, EarthCare Systems, Inc. has dt•monstrated the ability to conduct a viable
and workable municipal composting system, and
WHEREAS, EarthCare Systems, Inc. has a potential and welcome site near Lincoln,
Arkansas, and
WHEREAS, a successful composting system would be of great benefit to Northwest
Arkansas. and
WHEREAS, the City Environmental Concerns Committee recommends the permitting
of a composting facility in Northwest Arkansas.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF FAYETTEVILLE, ARKANSAS:
Section 1. That the City Council of the City of Fayetteville. Arkansas, upon the
recommendation of the City Environmental Concerns Committee herehy respectfully requests the
Arkansas Department of Pollution Control and Ecology to permit a composting facility in
Northwest Arkansas.
