RESOLUTION NO. 94-93
A RESOLUTION AUTHORIZING THE SALE OF TWO (2)
ACRES OF LAKE FAYETTEVILLE PARK LAND LOCATED
AT THE SOUTHEAST CORNER OF IVEY LANE AND
HIGHWAY 265 IN THE AMOUNT OF $15,000 TO UNITED
WAY OF WASHINGTON COUNTY.
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
FAYETTEVILLE, ARKANSAS:
Sexual. That the Council hereby authorizes the sale of two (2) acres of Lake
Fayetteville park land located at the southeast comer of Ivey Lane and Highway 265 in the
amount of $15,000 to United Way of Washington County. A copy of the legal description is
attached hereto marked Exhibit "A" and made a part hereof.

LEGAL DESCRIPTION
A part of the Southwest Quarter of the Northwest Quarter of Section 18,
Township 17 North, Range 29 West, being more particularly described as follows:
Commencing at a Found Iron Pm for the Northeast Comer of said Southwest
Quarter of the Northwest Quarter, and running North 89°25'31" West 64.19 feet
to a point, thence South 01°26'34" West 44.87 feet to the Point of Beginning;
thence South 01°26'34" West 208 71 feet; thence North 88°33'26' West 416.41
feet to the Easterly right-of-way of Arkansas Highway 265, thence following the
right-of-way hne along a curve having a delta angle of 05°52'52" a radius of
778.51 feet and a chord which bears North 00"46'40" East 79.88 feet, thence
North 03"43'06" East 47.60 feet, thence North 01`59'31" West 81.42 feet;

THAT the CITY OF FAYETTEVILLE, AREANSAS, a Municipal
Corporation, Grantor, duly authorized so to act by proper
resolution of the City Council, for and in consideration of the sum
of One Dollar ($1.00) and other good and valuable consideration to
it in hand paid by UNITED WAY OF WASHINGTON COUNTY, Grantee, does

JUNE 7, 1993
The meeting was called to order by Bill Waite at 5:00 pm in room
326 of the City Administration Building.
Members Present: Driver, Kimbrough, Savage, Waite, Wright
Members Absent: Anderson, McConnell, Palmer
Staff Present: Clark, Cox, Edmonston
Guests Present: Larry Wood, Celia Scott-Silkwood, Kent McVey,
JoAnne Sandlin, Shell Spivey, Smith

BUSINESS:
I. MOTION:1t'MRROUGH/DR_TVEK
The minutes from the May 3, 1993 meeting were approved
unanimously.
II. UNITED WAY LAND PROPOSAL FOR LAKE FAYETTEVILLE HOBBY USE
LAND PURCHASE
Shell Spivey: The United Way of Washington County is a
reality now. Everything is working out great. We
surveyed this land after the last meeting. We had a
sewage study completed. It takes 1.44 acres to support
a lateral septic tank networks. We have also decided to
expand the building, so we are requesting two acres. The
land has been appraised at approximately $9,000 per acre.
The United Way has a budget of $15,000 for the purchase.
Driver: We have already approved concept of up to two
acres, haven't we?
Spivey: Yes, but that was approved to lease. We need to
buy the land.
Waite: I! we get the money for Parks, we need to put it
in Green Space.
Wright: I would rather put the money in the Parks
general fund budget so we can use it where we need it.
Kiabrough: I would like to accept the sale of the two
acres, but would prefer the funds go back into the
development of Lake Fayetteville.
Driver* When is this matching funds grant?
Edmonston: The grant is for 1994, but it will probably
take a few years to receive any money.

The PRAB recommends to the City Council to accept the
sale of two acres to the United Way of Washington County.

Spivey: We are going to tell the City Council that it is
our wish for the money from the sale to go to the Parks
and Recreation fund.
Later Discussion:
Clark: I think there may be some opposition to the sale
of the land. Any money we receive if we do sell it, I
think should go back into Lake Fayetteville.
WQTION:DRIVER/WRIGHT
The PRAB requests consideration that the money from the
sale of two acres to the United Way of Washington County
be transferred to the Parks and Recreation Division for
development at existing Lake Fayetteville park land.

III. PARK MASTER PLAN
Larry Wood: This is a draft for
more time. We have constructed
will shrink it for the booklet.
Edaonston: Celia, did you found
city limits?
Celia Scott-Silkwood: Yes, you can buy land outside city
limits
Edaonston: People outside the city limits still use our
parks.
Wright: Why can't we take green space outside the city
limits through the Regional Planning Office?
Wood: We have no regulatory power to do that
Celia: The eleven maps from the last draft need to go
into this draft.
Wright: It is not fair to me to rule out a park because
it is not on the plan, especially years from now. We
need more sub -neighborhood parks. People like to have
picnics and birthday parties in these.
Wood: Almost all priority one areas will require sub -
neighborhood parks because these areas are so developed.
Driver: Is the agreement with the Parks and schools
spelled out?
Clark: All of them are except for Leverett and
Washington.
Ed onston: We need to add Leverett to the agreement
because we have spent green space money there. The
agreement states that the school will be used for a park
after school hours, on weekends, and during the summer.
There is a gray area when used in conjunction with the.
after-school program. Nothing has been defined on how to
handle whether to keep the area for after-school program
off limits to the public.
Waite: Root has an after-school program and open play at
same time.
