RESOLUTION NO. 110-93
A RESOLUTION SUPPORTING THE NATIONAL UNFUNDED
MANDATE DAY ON OCTOBER 27, 1993.
WHEREAS, over the past several years the U.S. Congress has passed dozens of pieces
of legislation creating hundreds of costly regulations which must be satisfied by local
governments; and
WHEREAS, the costs of implementing the regulations imposed by all of this legislation
have not been assumed by the federal government and instead have been passed on to local
government; and
WHEREAS, Washington's practice of imposing, but not funding, costly mandates on
local governments, coupled with the dramatic cuts in federal urban aid over the past decade, is
now addmg significantly to the already serious financial problems of these governments; and
WHEREAS, the underlying foundation of federalism in this nation is a working
partnership among the federal, state and local levels of government, a partnership of shared
respansWity, and accountability; and
WHEREAS, the current practice of umposmg, but not funding, federal mandates reflects
neither shared responsibility nor shared accountability and acknowledges that our national
legislature can dictate how local government revenues will be spent; and
WHEREAS, the nation's mayors have called an the Congress and the President to oppose
any regulation, policy Pkv or legislative bill which mandates programs and responsibilities
on state and local governments without full federal funding; and
WHEREAS, the Conference of Mayors and other concerned national organizations have
named October 27,1993 National Unfunded Mandates Day, a day on which government leaders
at all levels will alert their citizens to the financial burdens being imposed on them by unfunded
mandates.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF FAYETTEVILLE, ARKANSAS:
&Woad. That the City of Fayetteville designates October 27, 1993 as National
Unfunded Mandate Day and joins cities throughout the national public education campaign to
increase understanding of the local impact of unfunded federal mandates.

Mayors and other national organizations on passage of legislation that will require reimbursement
of local governments for the costs of complying with federal mandates
