A RESOLUTION CREATING THE FAYETTEVILLE MULTI-
ETHNIC ADVISORY COUNCIL; AND PROVIDING FOR AN
EFFECTIVE DATE.
WHEREAS, the Board of Directors seek to create a Fayetteville
Multi -Ethnic Advisory Council to aid in addressing various aspects
of Fayetteville's ethnic and cultural issues;
WHEREAS, the Board of Directors desire that the Council
created shall be an advisory council only.
NOW THEREFORE, BE IT RESOLVED BY THE CITY BOARD OF
FAYETTEVILLE, ARKANSAS:
Section 1. There is hereby created and established an
advisory council to be known as the Fayetteville Multi -Ethnic
Advisory Council.
Section 2. The following words and phrases when used
herein shall have the meanings respectively ascribed to them in
this section.
Ethnic: Belonging to a group that shares common
cultural heritage, tradition, language and/or geographic
origin.
Technical Advisor: An individual with formal
training in public policy studies with an emphasis on
economic minorities. The individual must have done
research concerning minorities and housing, education,
political participation and other areas.
Other Ethnic Groups: Any ethnic group not
specifically identified in Section 4.
African-American: All persons having origins in any
of the Black racial groups of Africa.
Hispanic -American: All persons of Mexican, Puerto
Rican, Cuban, Central or South American, or other Spanish
culture or origin.
Asian -American: All persons having origins in any
of the original peoples of the Far East, Southeast Asia,
or the Indian Subcontinent. This area includes, for
example, China, Japan, and Korea.
Native -American: All persons having origins in any
of the original peoples of North America, and who
maintain cultural identification through tribal
affiliation or community recognition.

Section 3. A majority of the total membership
shall constitute a quorum for the purpose of meeting and
transacting business of the Fayetteville Multi -Ethnic
Advisory Council.
Section 4. The Fayetteville Multi -Ethnic Advisory Council
shall be created and adopted by a majority vote of the elected City
Board of Directors. More fully set forth as follows:
1. The Council shall consist of nine (9) members,
and shall not hold any other municipal office or
appointment. One (1) member shall represent the African-
American community, one (1) member shall represent the
Native -American community, one (1) member shall represent
the Asian -American community, one (1) member shall
represent the Hispanic -American community, one (1) member
shall represent the Jewish -American community, two (2)
members shall represent other ethnic groups, and two (2)
members shall be appointed to serve as technical
advisors.
2. Each member of the Multi -Ethnic Advisory
Council, unless appointed to fill an unexpired term,
shall be appointed to serve for a period of two (2)
years, and shall serve without compensation. Any member
of the Multi -Ethnic Advisory Council may be removed at
any time by a majority of the elected members of the City
Board of Directors.
3. The City shall provide all reasonable
administrative and clerical assistance desired by the
Fayetteville Multi -Ethnic Advisory Council.
4. The Fayetteville Multi -Ethnic Advisory Council
shall adopt rules, bylaws or such other regulations as it
deems desirable for the efficient conduct and discharge
of its duties and functions.
Section 5. The purpose of the Fayetteville Multi -Ethnic
Advisory Council shall be:
1. To focus community attention on the important
ethnic and cultural issues facing our City;
2. To facilitate communication among elected
officials and the ethnic and cultural groups they serve;
and
3. To bring together and assist community, civic,
religious, business, governmental, and professional
groups willing to work toward positive and harmonious
community relations in the City of Fayetteville.

Section 6. The Fayetteville Multi -Ethnic Advisory Council
shall have the following functions and duties:
1. To collect, analyze, and interpret information
on ethnic and cultural issues, and to disseminate reports
to the City Manager's Office and City Board of Directors.
2. To develop
ethnic and cultural
community relations in
recommendations for addressing
issues and problems affecting
the City of Fayetteville.
3. To develop and present conferences, seminars,
and other community programs designed to promote ethnic
and cultural understanding at all levels of community
life in Fayetteville.
