A RESOLUTION AMENDING THE RULE OF ORDER AND
PROCEDURE FOR THE FAYETTEVILLE CITY BOARD OF
DIRECTORS BY ADDING THE FOLLOWING: A TIME
LIMIT OF THREE MINUTES PER SPEAKER BEFORE THE
BOARD EXCEPT FOR AN INITIAL PRESENTER; A
LIMITATION OF "OTHER BUSINESS" TO ITEMS FROM
STAFF OR BOARD MEMBERS; THAT CITIZENS OR CITY
DIRECTORS AT THE REQUEST OF CITIZENS, PROPOSE
ISSUES AT THE REGULAR BOARD AGENDA SESSION TO
BE ADDRESSED AT THE REGULAR BOARD MEETING; AND
THAT A SPECIAL TOWN MEETING TIME BE HELD
QUARTERLY FOR PUBLIC HEARING AND/OR PUBLIC
INPUT.
BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY OF
FAYETTEVILLE, ARKANSAS:
Section 1. That the Rules of Order and Procedure for the
Fayetteville City Board of Directors are hereby amended by the
addition of the following:
D. Procedures and Parliamentary Rules:
6. There shall be a time limit of three (3)
minutes per speaker before the board except
for an initial presenter of an agenda item
that was approved in agenda session. This
time limit may be varied by majority vote.
7 "Other Business" on the board agenda shall be
limited to items from city staff or board
members. Citizens or city directors at the
request of citizens may propose issues at
regular Board Agenda Session to be addressed
at the regular Board Meetings.
8 The board shall set times for special town
meetings to be held quarterly at various
places within the city or at city hall for
public hearing and/or public input.
