RESOLUTION NO. 177-90
A RESOLUTION APPROVING A STAFF POSITION OF A
PROJECTS MANAGER FOR THE ENGINEERING
DEPARTMENT.
BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE.CITY OF
FAYETTEVILLE, ARKANSAS:
Section 1. That the Board of Directors hereby authorize
the Engineering Division of the Planning Management Department to
open a staff position inhouse at a project cost of $12,000 for the
reminder of 1990. This position will exist for only the next five
to six years or until the projects in the current 1991-1995 CIP
program have been completed. A copy of the job description
authorized for execution hereby is attached hereto marked Exhibit
"A" and made a part hereof.

The approved 1990 Planning Management Budget contained
$46,622.00 for the purpose of hiring person on an individual
contract to handle a part of the workload relating to the 1990
Capital Improvements Program. The intent of the position was to
have someone with a degree in Engineering who was familiar with
public works projects and who could administer both Engineering and
Construction Contracts.
The contract position was advertised in the Northwest Arkansas
Times and in the Ft. Smith Times Record during a 30 day period in
August of this year. We did not receive a single inquiry concerning
the position and did not receive any Proposals to consider at the
end of the time period.
We feel the main reason we did not get any response is the
contract nature of the position. It is difficult for an individual,
especially one who is used to working on a salary basis, to get set
up as an independent contractor. Also, the Staff feels that the
position would be much easier handled by a regular city employee
because of the interaction with other employees required, the need
for access to our records, and the need for secretarial services
(typing, copying, etc.).
There are about 30 projects totaling over $ 18,000,000 that
require administration of engineering and/or construction contracts
to one degree or another by the City Engineer's Office. Over the
next 5 years we anticipate another 30 to 40 projects which will
total over $14,000,000.00
It is the recommendation of the Staff that the position of
Projects Manager be designated a regular position in the City
Engineering Division of the Planning Management Department. The
need for the position would be re-evaluated each year, but it is
expected that the position will be required for the next 5 to 6
years, or until the projects in the current 1991-1995 Capital
Improvements Program have been completed.
