RESOLUTION NO. 101-89
A RESOLUTION AUTHORIZING THE MAYOR TO PROCLAIM
DECEMBER 3RD THROUGH 9TH AS "NATIONAL CITIES
FIGHT BACK AGAINST DRUGS WEEK".
WHEREAS, the presence of drugs and narcotics in our society
has resulted in innumerable problems of human, community, social
and economic dimensions; and
WHEREAS, the consequences of drug-related problems are
witnessed in the loss of human lives, the loss of economic
productivity, the diversion of public resources to address these
problems on all fronts and are threats to the health of the
people; and
WHEREAS, the dissolution of the family, an inadequate
education system, poverty, unemployment and greed all contribute
to illegal drug use; and
WHEREAS, the demand,of illegal drugs is a pervasive problem
that affects all segments of our society, including professional
and affluent people; and
WHEREAS, a national war on drugs has been declared to combat
the importation, trafficking, sale and abuse of drugs; and
WHEREAS, our nation's cities and towns are on the frontlines
of our war on drugs; and
WHEREAS, hundreds of America's dedicated public servants have
died and thousands of others risk their lives daily to fight our
cities' individual battles against illegal drugs and the criminal
activities stemming from illegal drugs;
BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY OF
FAYETTEVILLF, ARKANSAS:
Section 1. That the Mayor hereby proclaims December 3rd
through 9th as "National Cities Fight Back Against Drugs Week".
A copy of the proclamation authorized for execution hereby is
attached hereto marked Exhibit "A" and made a part hereof.
BE IT FURTHER RESOLVED that the members of the City of
Fayetteville, Arkansas will go on record urging community groups,
schools, business and civic organizations to support and
participate in special activities during that week to draw
community attention to this issue.

RESOLUTION NO. 102-89
A RESOLUTION AUTHORIZING THE. SELECTION OF AND
NEGOTIATION OF A CONTRACT WITH THE LAW FIRM OF
WALLACE, DOVER & DIXON AS BOND COUNSEL FOR THE
ISSUANCE OF CAPITAL IMPROVEMENT BONDS AND
WATER AND SEWER REVENUE BONDS.
BE IT -RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY OF
FAYETTEVILLE, ARKANSAS:
Section 1. That the Board of Directors select the law
firm of Wallace, Dover S. Dixon as bond counsel for the issuance of
Capital Improvement Bonds and Water and Sewer Revenue Bonds.

Section 2. That .the Mayor and City Clerk are hereby
authorized and directed, for and on behalf of the municipality, to
do all things to execute all instruments and.to otherwise take all
actions necessary for, the negotiation of a contract therefore with
the law firm of Wallace, Dover & Dixon.
