BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY OF FAYETTEVILLE, ARKANSAS: Section 1. That the Mayor and City Clerk are hereby authorized and directed to execute a contract with Olson Construction Company for construction of the City's Sludge Management System for a lump sum of $3,680,775.00 contingent upon approval of said contract by the Arkansas Department of Pollution Control and Ecology. There were three bidders. These bids are shown on the attached Bid Tabulation Sheet. The difference between the high and low bids was about thirteen percent, which is a good indication of the reasonableness of the bids. The lowest responsible responsive bidder is Olson Construction Company. This is the same contractor who is constructing the wastewater treatment plant. Their bid for Alternate A was $3,565,775. The addition of the flow •augmentation device (in Alternate B) resulted in a bid of $3,685,775 or a difference of $120,000 for the flow augmentation device. The flow augmentation device was required by the facility plan. Adding some cost due to inflation to the facility plan cost estimate of $115,000 for that device results in a cost estimate higher than the bid price of $120,000. We therefore recommend proceeding with the flow augmentation device and award of the contract Alternate B. We based our design upon equipment items which were listed in the contract documents. Alternate or substitute equipment was allowed to be written in the proposals as long as it was equal to that specified and was priced to include any additional costs from redesign and construction resulting from its being different than the equipment listed. We have evaluated their proposal and recommend award of the contract with the GE low voltage motor control centers at a reduced cost of $5,000. Therefore, the lowest lump sum cost from the three bids is that from Olson Construction Company for a cost of $3,680,775. We hereby recommend the award to Olson Construction Company of Alternate B with the deduct of Section 16155 for a total contract price of $3,680,775. That if and when the permittee desires to abandon the activity authorized herein, unless such abandonment is part of a transfer procedure by which the permittee is transferring his interests herein to a third party pursuant to General Condition t hereof, he must restore the area to a condition satisfactory to the District Engineer. r. That if the recording of this permit is possible under applicable State or local law, the permittee shall take such action aa may be necessary W record this permit with the Register of Deeds or other appropriate official charged with the responsibility for maintaining records of tide 10 and interests in real property.
