A RESOLUTION SUPPORTING FAYETTEVIT.T.F OPEN CHANNEL
AND URGING WARNER CABLE COMPANY TO CONTINUE FUNDING
FOR FAYETTEVITJ F OPEN CHANNEL.
WHEREAS, Fayetteville Open Channel ("FOC") is anon -profit cot ration
which has served the City of Fayetteville and Warner Cable subscribers
for six years; and,
WHEREAS,• FOC is governed ;by a Board of 16 members representing
many sectors of the community, has a professional staff of three full-time
and one part-time employees, and is located at 221 S Locust Avenue
in easy access to the whole City of Fayetteville and Warner Cable
subscribers; and,

WHEREAS, FOC has been allowed by the City of Fayetteville to
use the City's access channel on the Warner Cable as specified in
the Warner -City franchise agreement; and,
WHEREAS, FOC reaches through the Warner Cable system 95% of the
households with television -- including Fayetteville, Greenland, Farm-
ington, Elkins, and other outlying areas of Fayetteville; and,
WHEREAS, FOC is a unique local feature of Warner Cable which
cannot loe picked up by satellite dish; and,
WHEREAS, does no commercial advertising but is supported by a
grant from Warner Cable plus funds raised try multiple fund-raising
efforts by the staff, board, and volunteer workers; and,
WHEREAS, FOC extends "freedom of speech" through the television
medium at little or no cost to the "person on the street"; and,
WHEREAS, FOC was the first Community Access facility in Arkansas
and is currently one of three in the state, and has received nationwide
acclaim for its efforts; and,
WHEREAS, FOC was the first Community Access television station
in Arkansas to put City Government and Quorum Court meetings on live
television; and,
WHEREAS, FOC offers workshops on how to make television programs
and gives program schedule time to shows which amateur and professionals
make elsewhere as well as in the FOC studio; and,
WHEREAS, FOC helps amateurs and professionals produce a great
variety of television programs about our local community, including
individuals, civicorganizations, social service agencies, artists,
schools, business, industries, doctors, lawyers, insurance agents,
sports teams, visiting dignitaries, and many others.

NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE
QTY OF FAYKnZyILE, ARKANSAS:
Section 1. The Board of Directors hereby expresses its appre-
ciation for the work of Fayetteville Open Channel, especially for
its contribution in advancing the City's Open Government Policy.
Section 2. The Board of Directors hereby expresses its appre-
ciation to Warner Cable Company for its funding of this unique community
facility and hereby urges Warner Cable Company to not only continue
this funding but to increase its funding of FOC so that this vital
service to the City of Fayetteville and to Warner Cable subscribers
may improve and grow with our expanding community.
