A RESOLUTION AUTHORIZING THE CHIEF OF POLICE TO
EXECUTE A CONTRACT WITH OZARK GUIDANCE CENTER,
INC., FOR A DWI SYSTEMS APPROACH PROJECT.
BE IT RESOLVED BY'THE BOARD OF DIRECTORS OF THE CITY OF FAYE IEVILLE,
ARKANSAS:
That the Chief of Police is hereby authorized and directed to
execute a contract with Ozark Guidance Center, Inc., for a- DWI Systems
Approach Project. A copy of the contract authorized for: execution
hereby is attached hereto marked Exhibit "A" and made apart hereof:

This contract is entered into between the Fayetteville Police Dept. and the
Ozark Guidance Center, Inc., in furtherance of the contract between the Ozark
Guidance Center, Inc., and the Arkansas Highway Safety Program in the interest
of highway traffic safety and for the purpose of conducting a systems approach
(DWI Control) project in Washington County, Arkansas; and effective dates for
the contract period to include January 1, 1985 through September 30, 1985.
The Ozark Guidance Center, Inc., agrees to (1) coordinate and manage the systems
approach project; (2) reimburse the Fayetteville Police Dept. per the attached
detailed budget in accordance with monthly activity reports submitted to the
Ozark Guidance Center, Inc., by the 10th of the subsequent month in which expen-
ditures are incurred and activities are completed.
The Fayetteville Police Dept. agrees to the following activities as listed
on the work statement from contract #AL85010607.
(1) The department is to achieve, by the end of the funding
period, a DWI arrests/hour of selective enforcement step
of 1 DWI/5 hours of selected enforcement funded effort.
(2)
All funded selective enforcement officers will attend
DWI enforcement training (Advanced Field Sobriety, PBT
and tape recorder) use before the end of the contract
period.
The department will reduce STEP arrest BAC levels below
baseline average BAC levels (0.15%).
The department will achieve a processing time (elapsed
time from initial step of offender to officer's return.
to patrol) to 90 minutes or less.
The department may document any extenuating circumstances
that may effect the above activities (i.e., medical emer-
gencies).
This sub -contractor will purchase equipment, train officers
and fund overtime for selective enforcement activities for
a total cost of $10

Submit the following reports to the Ozark Guidance Center., Inc.,
by the 10th of the subsequent month in which expenditures are ,
incurred and activities are completed:
(a) Police Dept. Monthly Report
(b) List of officers working STEP

(c) Monthly number of man-hours and activities billed under
STEP
(d) Training hours of STEP officers
(e) Records of man-hours required for non -routine DWI arrest
efforts (i.e., blood tests requested by offender; medical
emergencies, etc.) which increase number of hours required
to process a DWI offender. (If applicable to that enforce-
ment agency)
(f) Bid information on equipment purchases
(g) Advertisement for equipment purchases
(h) Invoices on equipment purchases
(i) Copies of cancelled checks for equipment purchases
This contract is subject to the contract terms as outlined in the original
contract #AL85010607 between the Ozark Guidance Center, Inc., and the Ark-
ansas Highway Safety Program. The terms in this contract are to be used
for evaluation purposes only. If items one (1) through five (5) are not
met, it will not in any way require the Fayetteville Police Department or
the City of Fayetteville to reimburse any agency or funding source for
non-compliance of this agreement. Either party may terminate this contract
at any time by written notice to the other party.
