A RESOLUTION OPPOSING HOUSE BILL 90 WHICH WOULD
AMEND MUNICIPAL IMPROVEMENT DISTRICT LAWS TO MAKE
THE PROCEDURE FOR ESTABLISHING SUCH IMPROVEMENT
DISTRICT'S MORE DIFFICULT.
WHEREAS, under existing law, a municipal improvement district
requires the filing of a petition signed by a majority in assessed
value of property owners withinthe proposed improvement district;
and

WHEREAS,' House Bill 90 would require that a municipal improvement
district also be approved by a majority in area of property owners
and said bill would otherwise make the procedure for forming a municipal
improvement district more difficult; and
WHEREAS, the Board of Directors has determined that the formation
of municipal improvement districts is necessary to provide essential
services, such as water service and sewer service; and
WHEREAS, the Board of Directors is of the opinion that the procedure
for forming municipal improvement districts should not be made more
difficult.
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE
CITY OF Famminnism, ARKANSAS:
That the Board of Directors hereby strongly opposes House Bill
-90 and any other legislation which:would make the procedure for establish-
ing municipal improvement districts more difficult.
