A RESOLUTION AUTHORIZING THE MAYOR AND CITY CLERK
TO EXECUTE A CONTRACT WITH LAWRENCE -LEITER & CO. FOR
EMPLOYEE SUPERVISORY TRAINING.
BE IT RESOLVED BY THE BOARD OF DIRECTORS OF 1HE QTY OF FAYETTEVILLE,
ARKANSAS:
That the Mayor and City Clerk are hereby authorized and directed
to execute a contract with Lawrence -Leiter & Co. for employee supervisory
training at a total contract cost of $23,200. A copy of the contract
authorized for execution hereby is attached hereto marked Exhibit
"A".and made a part hereof.

AGREEMENT

1985, by and between the City of Fayetteville, Arkansas, hereinafter
called the "City", and Lawrence -Leiter and Company, hereinafter called
the "Consultant".
WHEREAS, the City has solicited proposals from management consultants
to provide supervisor training for City employees; and
WHEREAS, the Consultant has submitted a proposal for supervisor
training; and
WHEREAS, the City has accepted the proposal of the Consultant.
NOW, THEREFORE, the City and the Consultant hereby mutually agree
as follows:
1.' The Consultant shall provide supervisor training to City
employees in accordance with the proposal attached hereto marked Exhibit
"A"
and made a part hereof.
2. For services rendered by the Consultant under this Agreement,
the City shall pay the Consultant a lump sum fee of Twenty Thousand
Dollars ($20,000.00). Said fee shall be paid upon completion by Consultant
of all obligations under this Agreement. The City shall reimburse
the Consultant for out-of-pocket expenses incurred by Consultant in
performing this agreement up to a maximum of Four Thousand Dollars
($4,000.00).
IN WITNESS WHEREOF, the parties have executed this agreement

I. BACKGROUND
The City of Fayetteville is interested in retaining a professional
firm qualified to meet their specified requirements for supervisory
training, which would include approximately 35-40 supervisors and
department heads.
II. OBJECTIVES
A Give individual supervisors and managers specific improvement
guidelines in management skills and methods.
Improve communications at all levels of city government and pro-
vide improved channels for communications between "inside" and
"outside" departments -- also within similar operational depart-
ments within the system, e.g., accounting, customer service, data
processing, maintenance, etc.
Design follow-up responsibilities within the organization that
•will assure both application and bottom-line results from the
development programs.
D. Tailor all program information and materials to fit the activi-
ties, personnel and basic environment of the City of Fayetteville.
In other words, the project should be viewed as a consulting pro-
ject as well as a series of workshops.
III. WORK PLAN
General - Lawrence -Leiter and Company believes that little is accom-
plished in the small group setting without workshop member participa-
tion. Our participant materials are designed with this goal in mind.
Another concept is that, as groups are divided, close attention
should be given to making sure that each of the two groups have
representatives from as many functions as possible. This action
creates the benefit of better understanding between work units, which
in time, usually leads to improved productivity because many new com-
munication channels have been opened.
Lawrence -Leiter and Company will respond to each subject area of
development requested in the order they are presented in the Request
for Proposal.
As requested, utilizing the enclosed format for performance evalua-
tion, Lawrence -Leiter and Company will develop a detailed guide,
taking the appraisal format piece by piece, and use this guideline as
an effective method to train supervisors/managers in the basics of
performance evaluation using your specific format as our guide.

I. EMPLOYEE PERFORMANCE EVALUATION
The specific work plan for the "Employee Performance Evaluation" (I)
would include first being certain that we understood the goals to be
accomplished with this particular format -- second, making the format
into specific pieces for what amounts to the development of a program
learning guide for use after the workshops are completed. The work-
shops would include role plays and the opportunity to observe a prop-
erly conducted interview. As is in your request, a number of devices
are suggested to assure uniformity and objectivity. Without objec-
tivity and uniformity, you have a plan that is not likely to succeed.
Lawrence -Leiter and Company estimates that three on-site working days
would be required to develop the tailored handout. Once the tailored
handout is developed and approved by the City of Fayetteville, two
4 -hour workshops will be conducted to assure that performance evalu-
ation be viewed positively by both appraiser and appraisee Lawrence -
Leiter and Company recognizes that uniformity is quite important but
would also add that the real purpose of the performance appraisal/
evaluation is to achieve a quality interview that achieves positive
results. This will be our approach to "employee performance evalua-
tions." We concur with the City of Fayetteville's decision to cover
employee performance evaluation first.
This phase of the work plan will be personally conducted by Ronald V.
Raine, a Vice President and Director of the firm. Mr. Raine has had
extensive experience in the design and implementation of appraisal
and development programs over the last four years and is best known
for his ability to relate to first -level supervisors. Mr. Raine's
biographical information is enclosed.
II. Motivation/III. Supervisory Role
Lawrence -Leiter and Company would combine Motivation (II) and Super-
visory Role (III) into one 8 -hour workshop, introducing the super-
visory role within the concepts of motivation. Our philosophy re-
garding motivation is that supervisors don't motivate people --
people motivate themselves. The supervisor's role is to create the
atmosphere where people can motivate themselves. If selected, we
will develop a detailed outline covering each of the statements in
items II and III of the Request for Proposal. This workshop would
require at least one day of development time to assure the partici-
pant's handout is on target for this workshop. This particular work-
shop would be conducted by Mr. Raine.
IV. COMMUNICATIONS/VII. DECISION MAKING & PROBLEM SOLVING
For the next session, Lawrence -Leiter and Company would propose
combining "Communications" (IV), and "Decision Making and Problem
Solving" (VII) for a one -day, small group, highly interactive work-
shop. Lawrence -Leiter and Company would suggest Mr. Coerver for this
workshop.

V. FINANCES
For Finances (V), Lawrence -Leiter and Company would need to review
your financial statements to assure understanding so we could relate
actual financial reports to the supervisor in a way that he/she
better understands the need for timely and accurate paper work in
addition to gaining new knowledge regarding the City of Fayetteville's
financial accounting function. The presentation will be made by
Bruce Culley, a long-time associate of Lawrence -Leiter and Company.
His biographical information is also enclosed.
• VI. TIME MANAGEMENT/VIII ASSERTIVE MANAGEMENT
•
For the next workshop, Lawrence -Leiter and Company would combine
"Time Management" (VI) and "Assertive Management" (VIII). A one -day,
on-site review would be required in order to properly taylor effec-
tive materials for this one -day workshop. This workshop would be
conducted by James Morrison.
IX. SUPERVISOR & PERSONNEL
"Supervisor and Personnel" (IX) would be conducted by Ronald V.
Raine. It is envisioned this would be a one -day program that will
contain the latest legal stance within the areas of hiring and firing
with the appropriate dos and don'ts that are so important to mini-
mizing the threat of legal action, with its attendant embarrassment
and expense.
STRESS MANAGEMENT
"Stress Management" (X) would be developed and conducted by Mr.
Coerver. At present, this is envisioned to be a 1 -day program,
done "back-to-back." Since Mr. Coerver will have already visited
Fayetteville for another presentation, a development budget will not
be required.
Biographical information is enclosed for each consultant mentioned.
Mr. Tom Lawrence's biographical sketch is also included as an alter-
nate presenter for each workshop mentioned, excepting V. Finance.
IV. TIME, STAFF AND BUDGET

Lawrence -Leiter and Company would pledge to keep pace with The City
of Fayetteville management. Assuming seven separate workshops,
spaced one week apart, we would estimate 60-90 days after start-up.
In general, our experience indicates that smeller groups are the most
effective and groups, from a practical manner, have to be divided to
assure adequate work coverage Lawrence -Leiter and Company would
estimate that "Employee Performance Evaluation" (I) would be more
lengthy because of the specific tailoring required to put together a
participant handout that provides instructions on an on-going basis.
For this phase, Lawrence -Leiter and Company estimates three work days
to develop the tailored handout and then one -day workshops for each
participant, estimating two presentations "back-to-back."

Mr. Raine will be the project manager, assisted by staff members
mentioned in the work plan plus other Lawrence -Leiter and Company
consultants, if appropriate.

Estimated expenses for travel, per diem, long-distance telephone,
graphics or other expenses directly related to this project is $3,200
to $4,000. Total expenses are estimated to be $3,200.

After all workshops are completed, Lawrence -Leiter and Company will
submit an overview summary of all sessions, including appropriate
recommendations. This written report is a part of the professional
fee charged...again, we view this assignment as much a consulting
assignment as a management development assignment.
