"It shall be the policy of the City of Fayetteville that Community
Development Block Grant funds shall be used in ways that do not in-
volve the permanent involuntary displacement of low -to moderate -in-
come persons unless there is a compelling public need which can only
be addressed by such activities. In such instances all reasonable
alternatives that effect the desired result will be considered, and
substantial weight will be given to those alternatives which eliminate
or reduce the likelihood of such permanent involuntary displacement."

FUNDED WITH COMMUNITY DEVELOPMENT BLOCK GRANT FUNDS.
BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY
OF FAYETTEVILLE, ARKANSAS:
That the Board of Directors hereby adopts the displacement
policy attached hereto marked Exhibit "A" and made a part
hereof for projects funded with Community Development Block
Grant Funds.
