BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY OF FAYETTEVILLE, ARKANSAS: Section 1. That the Board of Directors hereby approves the Handicapped Access Self -Evaluation Plan for the City of Fayetteville, Arkansas attached hereto marked Exhibit.. "A" and made a part hereof. Section 2. DRAWER F MEMORANDUM TO: The Honorable Mayor and City Directors From: Patrick McKeehan, Administrative Intern Date: October 10, 1984 Re: Handicapped Regulations Transition Plan As you may already be aware, new Federal Revenue Sharing (FRS) regulations now explicitly prohibit discrimination against "Qualified Handicapped" individuals. These regulations require each recipient government of FRS to conduct an evaluation of all programs, activities, policies and practices to determine areas of non-compliance with the handicapped discrimination regulations and initiate changes to achieve compliance. A second requirement is to determine the accessibility and usability by handicapped individuals of all facilities necessary to the operation of the recipient government. This plan must be on file for public inspection by October 17, 1984. Northwest Arkansas Regional Planning Commission staff has compiled a list of all structural areas in non-conpliance with handicapped standards set forth by the American National Standards Institute. Mr. Truman Smith, Fayetteville's representative to the NWA Handicapped Advisory Committee, and I have reviewed the information and attach recommendations of structural changes for the following three areas: 1. Areas to be addressed in the 1985 budget year; 2. Areas to be addressed in the 1986 budget year; and 3. Areas which we propose no changes at this time. We ask the Board at this time to approve the concept of the three categories of structural changes, with funding of the changes to be discussed during the budgeting process. Mr. Smith and I would be happy to answer any questions you may have concerning the evaluation by NWARPC or the process we used to make our recommendations. 1. Areas to be addressed in the 1985 budget year: Structure Area of Non -Compliance (See attached evaluation sheets for corresponding questions) Corrective Action Recommended City Hall Police Station (Lobby Area) Airport EOA Headstart Building Site #3 Doors and Doorways #2, 4, 7 Stairs and Steps #3 Designate one handicapped parking space with curb cut near handicapped access door. Restrooms: (Note: Due to present design, only Male restrooms on the ground and second floor are readily accessible to handicapped individuals in wheelchairs. Size of door openings and limited access to sink areas restrict the use of male restrooms on the first and third levels. SEE ALL FACILITIES—RESTROOMS FOR MORE INFORMATION.) Areas which we propose no changes at this time include those which would require an unrealistic amount of money compared to the total amount of benefits realized by the handicapped. Such as... 1. Light switches 1/2-1 inch too high; 2. Doorways 1-2 inches under the standard handicapped width; 3. Level spaces that do not extend a full 12 inches on either side of a doorway; 4. Steps with risers 1-2 inches over the 7 inch standard; 5. Ball field dugouts with a short step; and 6. Doorsills with a 1-2 inch rise.
