SCOTT d/b/a APPRAISAL SERVICES FOR THE APPRAISAL OF EASEMENTS TO BE ACQUIRED BY THE CITY IN CONNECTION WITH IMPROVEMENTS TO THE CITY'S WASTEWATER TREATMENT SYSTEM. BE IT RESOLVED BY ISE BOARD OF DIRECTORS OF THE CITY OF FAYETTEVILLE, ARKANSAS: That the Mayor and City Clerk are hereby authorized and directed to execute an agreement with Howard V. Scott d/b/a Appraisal Services for the appraisal of easements to be acquired by the City in connection with improvements to.the City's •Wastewater Treatment System: 'A copy of the agreement authorized for execution'hereby is attached hereto marked Exhibit "A" and made a part hereof. PASSED AND APPROVED this 4th day of September 1984. ATTEST: APPROVED: AGREEMENT This AGREEMENT, made and entered into this 4th day of September by and between the City of Fayetteville and Appraisal Services: SCOPE OF WORK: The work includes the appraisal of 75 - 100 parcels involving permanent and/or temporary construction easements. The work is to be accomplished in conformance with the Uniform Relocation and Assistance Act of 1970. PAYMENTS: The payments for these appraisal services shall be at the rate of'$ 125.00 for each parcel appraised. Payments shall be made at intervals of 30 days. A copy of the letter from the City requesting proposals and a copy of Appraisal Services' proposal is attached and made a of this agreement. Block Fayetteville, AR 72701 Dear Sir: August 6, 1984 The City of Fayetteville is preparing to aquire easements in connection with its Wastewater Treatment Project. The number of easements involved is estimated to be 75 - 100. Plats are attached showing the general location of the easements.' This letter is to request proposals for appraisals of the properties. The proposals should contain, 1) A statement of qualifications, 2) A listing of previous clients, 3) A statement of whether you have had experience in working under the provisions of the Uniform Relocation and Assistance Act, and 4) The unit price for each appraisal. Also to be included is a statement as to when you can begin work on the project. We expect to have easements ready immediately, and the other easements will be available over a six to eight week time period. We expect the selected appraiser to start work on the appraisals within a reasonable time and to work on the project more or less continuously until the appraisals are done. The appraisals must be made in conformance with the Uniform Relocation and Assistance Act of 1970. One of the requirements of that act is that each property owner must be notified of the appraisal and have a chance to be present at the time the property is looked at by the appraiser. It should be 'understood that the selection of an appraiser will be made taking into account all material submitted in the proposals and the final decision will be made in the best interest of the City. • • (2) The City will have the right to accept or reject all proposals. Although it is the intent that the selected appraiser will get all of the appraisal work on this project, it should be understood that the selection of a given firm or individual will not constitute an exclusive contract with that firm or'individual. The City reserves the right to give some of the work to other appraisers if it is deemed in the best interest of the City to do so. That decision would be based on the City's satisfaction with the work being done, the progress of the work, and the time constraints on getting the work accomplished. Connell Right of Way Agent City of Fayetteville Fayetteville, Arkansas Dear Mr. Connell, This letter is in response to your letter requesting proposals for appraisals of easements to be acquired by the City of Fayetteville in connection with its Wastewater Treatment Project, dated August 6, 1984. Attached please find a statement of my qualifications and a listing of previous clients. I have had prior appraisal experience in working under the provisions of the Uniform Relocation and Assistance Act of 1970 and am willing to conform to its requirements for appraisal of this project. My experience includes appraisal of the easements for sewer lines in the cities of Farmington and Greenland along with several other smaller projects. My training at Southern Pacific Transportation Company in San Francisco gave me vast experience in the appraisal of rights-of-way and easements. I estimate thatthe appraisal assignment will take approximately one month for completion. This time span depends on the number of easements provided to this firm at one time. • The appraisals will be completed for the fee of $125.00 per parcel. The above stated fee does not include court testimony or pretrial work. The additional time will be billed on an hourly basis if it is required.
