A RESOLUTION AUTHORIZING THE MAYOR AND CITY CLERK
TO EXECUTE AN APPLICATION FOR AN SBA GRANT FOR
LANDSCAPING AT WILSON PARK.
BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY OF
FAYETTEVILLE, ARKANSAS:
That the Mayor and City Clerk are hereby authorized to
execute an application for an SBA grant for landscaping at
Wilson Park. A copy of the grant application authorized
for execution hereby is attached hereto, marked Exhibit "A",
and made a part hereof.

KEY THINGS TO REMEMBER
SBA GRANT GUIDELINES
1. Grant recipients must use small business contractors and suppliers only
(those who employ less than 70 people). It is strongly recommended that
when possible, minority business firms will be used.
2. A primary goal is to hire the unemployed. Any individual hired must be
certified as unemployed by the ESD, or it must be so stated on the applica-
tion for employment and signed by 'the individual. A person cannot draw un-
employment compensation while being employed on this program. At least 50%
of the total grant funds for any city, county, or agency must be for wages,
salaries and fringe benefits.
CONTRACT REOUIREIENTS/ELIGIBLE ACTIVITIES
1. Contractors must be small businesses.
Supplies must be purchased from small businesses (employs less than 70 people).
Most large chain/discount stores probably are ineligible.
You must hire the unemployed to accomplish the work. It cannot be done with
existing employees.
4. The project must be labor intensive.
5. You must follow local procurement procedures.

6. Examples of eligible activities, but not necessarily limited to, are the
following:
The planting of trees, shrubs, flowers and grass seed, the applications of
sod, dirt, top soil, landscape bark and gravel, fertilizers, weed killer
and insect sprays, railroad ties, terracing and erosion control measures.
The emphasis must be on landscaping and beautification, not large re-
taining walls and earth moving activities.

INELIGIBLE ACTIVITIES
1. There shall he no construction or improvements to any building, pavilion, . '
or picnic tables. You cannot purchase or construct trash containers, grills,
or playground equipment. No sodding or land preparation_ for ballfields,
multi-purpose fields or golf courses is.allowed.

2. You cannot do routine maintenance or anything you would normally do with-
out this assistance. For example: mow grass, rake lea oes, or trim shrubs.
3. The purchase of mechanical equipment such as lawn mowers, weed eaters and
hedge trimmers are ineligible purchases.
4. You must not match this money with any other Federal funds.
5. You cannot deposit any advance payments in interest bearing accounts.

SBA GRANT APPLICATION
FAYETTEVILLE PARKS AND RECREATION DEPARTMENT
WILSON PARK LANDSCAPING PROJECT
The City of Fayetteville, Arkansas has just completed a
major renovation of the public swimming pool at Wilson Park.
The renovation included extensive repair of the pool, increased
pool deck area with new fencing, enlargement of bathhouse
facilities, relocation of the wading pool and redefinition of
pedestrian and vehicular circulation. The pool improvement is
part of an overall effort to improve the entire Park in order
that it may afford greater value to the community.
Improvements at Wilson Park shall address such items as
parking, internal circulation, security, efficiency in recrea-
tional sites and signage. An entry gate and appropriate sign
shall be developed at Wilson. Park and this entryway shall be
a prototype for all Fayetteville park properties.
To assist with these objectives the Parks and Recreation
Department has acquired the services of a local landscape
architect, who will prepare a Master Plan for Wilson Park.
Although the Master Plan document is still being prepared, three
improvement "projects" have already been identified. These
three planting projects are presented for consideration of the
SBA Grant.
1. Shrub plantings along pool deck to enhance-the_area
visually and prevent children from entering area under
deck. Broadleaf evergreen shrubs will be set in an
informal planting arrangement at the perimeter of the
wooden sundeck at both sides of the creek. Shrubs

will also be planted along the fence area at the South-
west area of the pool in the vicinity of the pool
entrance (see attached drawing).
2. Tree planting East at pool to define parking lot area,
shade the adjacent walkway and provide a minimal area
of shade for children in the vicinity of the wading pool
at midday. Trees would also be set East of the concession
area to provide enclosure and visuallyseparate the pool
activities from softball activities to the North (see
attached drawing). Trees selected shall be native
species, adapted to the area. Minimal tree size installed
shall be six to eight feet to achieve an effect immediately
at planting.
Tree planting at the castle recreation feature shall
be done to define the area, visually separate the passive
play area from the active play areas and prevent vehicu-
lar enroachment into this area. At present only small
clusters of field stones delineate the boundary between
the castle area and the roadway and parking to the west.
A curved planting of flowering trees shall be made in
the area presently defined by the stones. Bollards
made of railroad ties or landscape timbers shall be
installed between the trees and the park roadway to
prevent vehicle damage to the trees and exclude cars
from the lawn area at the castle. Flowering shrubs
shall also be planted at the East boundary of the park
in the vicinity of the castle to define the Park and
give it greater harmony with the surrounding neighbor-
hood (see attached drawing).
