CITY OF FAYETTEVILLE? ARKANSAS
1983 PAY PLAN
All classified employees shall be paid in accordance with the pay plan, which is a series
of salary increments. Each salary step is figured four ways: hourly, bi-weekly, monthly
and annually. All classified positions are assigned a pay scale based on the job duties
and responsibilities and the relative degree of difficulty required for performance of the
job duties.
Starting Pay and Pay Increases Within Scale
The beginning rate of pay for any new, inexperienced employee of the City will be at the
entry level. New employees with experience may start above entry level at the discretion
of the Department Head and the City Manager. After a six month probationary period, the
employee will be eligible to move one step; after each year of service, the employee is
eligible to move one step (in the case of a'new employee if he/she starts at entry, he/she
will be eligible after six months to move to Step A, after six more months eligible for
Step B; eligible for Step C after two years of service, Step D after three years etc.)
Fire and Police personnel are eligible for the same six month probationary raise according
to the pay plan as other classified positions even though their actual probationary period
is twelve months according to the Personnel Policy. Employees will receive the year of
service increase in January only. Anyone remaining in the same position for approximately
five years will hit the top of the scale or "Top Out", they then would only be eligible for
any "Cost of Living" raise that might be approved by the Board of Directors. Approval or
disapproval of any step increase or cost of living increase will be at the discretion of
the Department Head and shall be based strictly on the employee's performance on the job.
If an employee was hired before June 30, 1982, the anniversary date changes to January.
4111983, therefore, their yearly raise of service will be effective January of every year.
Promotions
In order to be considered for a promotion within the same department or to another depart-
ment, an employee must first meet the minimum entry-level qualifications contained in the
job description. No employee will be eligible for consideration for promotion until reason-
able probationary period has been served, and all provisions of the Personnel Policy regardi
promotions shall apply.
In a promotional situation, the employee will move directly to the appropriate scale at an
amount no less than entry level. Raises thereafter will correspond to the annual raise give
in January.
Fire personnel work a regular week of fifty-six hours and do not receive overtime pay for
hours worked in excess of fifty-six. In lieu of overtime pay, fire department personnel
(except unclassified personnel) receive seven dollars ($7.00) per call back, when off duty
and responding to minor alarms and ten dollars ($10.00) per call back, when off duty and
responding to major alarms.
The monthly rates shown for classified uniformed police and fire personnel include extra
holiday pay as provided by Arkansas Statutes 69-101, 69-104, and 19-1713 as amended. Such
holiday pay is included in the monthly salaries and pro -rated throughout the year. The
appropriations made in the 1983 budget include additional pay for holidays for all agents,
servants, and employees of the City of Fayetteville, including but not limited to uniform
illemployees, as provided by the laws of the State of Arkansas.

All classified employees shall be paid in accordance with the pay plan,
which is a series of salary increments Each salary step is figured four
ways: hourly, bi-weekly, monthly, and annually. All classified positions
are assigned a pay scale based on the job duties and responsibilities and
the relative degree of difficulty required for performance of the job duties.
•
Starting Pay & Pay Increases Within Scale
The beginning rate of pay for any new employee of the City will be at the
entry level. After a six month probationary period, the employee would be
eligible to move to Step A; after one year of service to Step B; two years
service - Step C, etc. Anyone remaining in the same position for approximately
five years will hit the top of the scale or "top out" and would then only be
eligible for any "cost of living" raise that might be approved by the Board
of Directors'. Approval or disapproval of any step increase or cost of living
increase will be at the discretion of the department head and shall be based
strictly on the employee's performance of the job.
Employees who were employed as of December 31, 1981 received a pay increase
of from 8% to 20% as approved by the City Board of Directors retroactive to
January 1, 1982. This increase will remain in effect until the 1983 pay plan
is adopted or a promotion is granted.
Promotions
•
In order to be considered for a promotion within the same department or to
another department, an employee must first meet the minimum entry-level quali-
fications contained in the job description. No employee will be eligible for
consideration for promotion until reasonable probationary period has been served,
and all provisions of the Personnel Policy regarding promotions shall apply.
In a promotional situation, the employee will move directly to at least
Step A; Step B if they are making above the A amount, and then will be eligible
for the next step in six months.
If in the opinion of the City Manager, an inequity is created by this pay
plan, the Personnel Officer may make such adjustments as deemed necessary.
Fire personnel work a regular work week of fifty-six hours and do
not receive overtime pay for hours worked in excess of fifty-six hours.
In lieu of overtime pay, fire department personnel (except unclassified
personnel) receive five dollars ($5.00) per call back, when off duty
and responding to minor alarms and eight dollars ($8.00) per call back,
when off duty and responding to major alarms.
The monthly rates shown for classified uniformed police and fire per-
sonnel include extra holiday pay as provided by Arkansas Statutes 69-101,
69-104, and 19-1713 as amended. Such holiday pay is included in the monthly
salaries and pro -rated throughout the year. The appropriations made in the
1932 budget include additional pay for holidays for all agents, servants,
and employees of the City of Fayetteville, including but not limited to
uniform employees, as provided by the laws of the State of Arkansas.
