A RESOLUTION AUTHORIZING AN INCREASE IN -THE FLOWAGE
FEE PAYABLE. BY SCHEDULED SKYWAYS, INC. d/b/a FAYETTEVILLE
FLYING SERVICE FOR THE PRIVILEGE OF SERVING AS A FIXED
BASE OPERATOR AT THE FAYETTEVILLE MUNICIPAL AIRPORT.
WHEREAS, the City of Fayetteville and Scheduled Skyways,
Inc., d/b/a Fayetteville Flying Service have executed a
lease agreement dated September 12, 1981 which authorizes
Fayetteville Flying Service to serve as a fixed base operator
at the Fayetteville Municipal Airport; and
WHEREAS, paragraph 4(c) provides in part that Fayetteville
Flying Service shall pay the City a general aviation and
gasoline tax equivalent to three cents per.gallon on all
aviation fuel' and gasoline fuel''' delivered to Drake Field
each month;. and
WHEREAS, said paragraph further provides that said flowage
fee may be increased by lessor after December 31, 1982, by
written notice to lessee stating the amount of the increase
and the effective date thereof_.
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS
OF THE CITY OF FAYETTEVILLE, ARKANSAS:
Section 1. Effective January 1, 1983, the general aviation
and gasoline tax payable under paragraph 4(c) of the lease
agreement dated September 12, J_981, between the City of
Fayetteville and Scheduled Skyways, Inc: d/b/a Fayetteville
Flying Service shall be equivalent to five cents per gallon
on all aviation fuel`- and gasoline fuel' delivered to Drake
Field each month:.
Sectibn 2. The City Clerk is hereby authorized and directed
to send a certified copy of this Resolution by registered mail
addressed to Scheduled Skyways, Inc. d/b/a Fayetteville Flying
Service, P. 0. Box 1344, Fayetteville, Arkansas 72702.

City Attorney McCord stated that a resolution was before the Board to
authorize an increase in the flowage fee payable by Scheduled Skyways, Inc , 375.
d/b/a Fayetteville Flying Service for the privilege of serving as a fixed
base operator at the Fayetteville Municipal Airport. He stated that the
current lease agreement with the FB0 provides for this procedure.
Mayor Noland, seconded by director Johnson, made a motion to author- 375.E
ize the execution of this resolution.
In discussion, Director Bumpass asked the Airport Manager what addi-
tional revenue was anticipated as a result of this change from 3¢ to 5¢, 375.:
and she responded that the estimate, based on the same number of gallons
a) sold in the past year, with no anticipated growth, would be $22,500.
M Mayor Noland questioned the discrepancy between the retail fuel price 375.2
h- for the fuel at Springdale, as compared to Fayetteville, and Airport Manager
(.3 Hogue stated that Springdale has more than one supplier of fuel on their
CO airport which tends to keep those prices lower.
There being no further discussion, upon roll call the motion to 375.!
authorize the execution of the resolution passed by a vote of 7-0.

ORDINANCE REPEALING ORDINANCE NO. 2874
City Attorney McCord called for the reading of an ordinance to repeal 375.E
Ordinance No. 2874 to reinstate a one cent per gallon flowage fee for
petroleum product distributorssupply aviation or automotive fuel at the
Fayetteville Municipal Airport.
City Attorney McCord read the ordinance for the first time. Mayor Noland, 375.;
seconded by Director Johnson, made a motion to suspend the rules and place
the ordinance on second reading. Upon roll call, the motion passed unani-
mously, and the. City Attorney read the ordinance for the second time. Mayor
Noland, seconded by Director Johnson, made a motion to further suspend the
rules and place the ordinance on third and final reading. Upon roll call,
the motion passed unanimously, and the City Attorney read the ordinance for
the final time.
Upon roll call, the ordinance passed by a vote of 7-0.

City Attorney McCord called for an ordinance amending Section 2A -12(a) of 375.E
the Fayetteville Code of Ordinances to increase flowage fees at the Fayetteville
Municipal Airport from three cents per gallon to six cents per gallon.
City Attorney McCord read the ordinance for the first time. Director 375.
Osborne, seconded by Mayor. Noland, made a motion to suspend the rules and
place the ordinance on second reading. Upon roll call, the motion passed
unanimously, and the City Attorney read the ordinance for the second time.
Director Orton, seconded by Director Bumpass, made a motion to further
suspend the rules and place the ordinance on third and final reading. Upon
roll call, the motion passed unanimously, and the City Attorney read the
ordinance for the final time.
