BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY OF
FAYETTEVILLE, ARKANSAS:

raises for the year 1982 as set out in Exhibit "A" attached
hereto and made a part hereof.

SUBJECT: Recommended Salary Raises for 1982
DATE: January 5, 1982
The Finance Committee in its January 4, 1982, meeting passed the
December 9, 1981, recommended raises with modifications. We have placed the
recommended raises as passed in alphabetical order per position accompanied
with the raise recommended not to be exceeded.
The Finance Committee is recommending in addition to the specific raises,
not to be exceeded, that the following policy be established. That is, for
all multiple person positions, the department head will have the flexibility
to give individuals in that group a raise of up to 20% or down to 0%. They
must, though, come up with an average which is equal to or less than the
total amount approved for the group by the Board. This is best explained by an
example:
The multiple person position - Police Sergeant - which has six
employees, cannot exceed the recommended 18% overall average, but
the department head has the option to give his best sergeants a 20%
raise and his less than excellent sergeants as low as 0%. He could,
therefore, give three sergeants 20% raises and the other three a
16% raise, as long as that total equaled or was less than the 1981
monthly salary x 18%. A department head would also have the option
to split the employees raises into parts. In other words, he could
give an employee a percentage of the raise starting January 1 and
another percentage of the raise in six months. The feeling here was
that this would allow positive reinforcement to the better employees.
The singular person position's department head would also have,
as last year, the discretion to give lower raises than the recommended
raise passed by the Board.
