A RESOLUTION ADOPTING SHORT AND LONG RANGE WASTEWATER
MANAGEMENT POLICIES FOR THE CITY OF FAYETTEVILLE,
ARKANSAS.
BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY OF
FAYETTEVILLE, ARKANSAS:
Section 1. Of the 13 alternative plans which have been
studied during the last 10 months, the City of Fayetteville
adopts the recommendation to proceed with the constriction
•of a new secondary treatment plant southeast of Fayetteville
or upgrade the existing plant and transport the treated sewage
to the Arkansas River watershed making provisions for oxygena-
tion during transport, generation of electricity and for
irrigation with the treated effluent where applicable. Every
effort must be made to discharge the highest quality effluent
attainable with a secondary treatment system. The plant should
be designed in such a way that if a higher level of treatment
is required at a future date it can be added with a minimum of
modification.
Section 2. In the event the number one alternative cannot
be achieved due to factors which are beyond the City's control,
and in the event these factors cannot be resolved in a period
which is compatible with the City's ability to comply with
the EPA administrative order, the Board of Directors adopts the
recommendation that the existing treatment plant on the White River
be upgraded so that it will produce a tertiary effluent to meet
the discharge standrads of 5 mg/1 of BOD and 15 mg/1 of TSS with
proper removal of nutrients.
Section 3. The sewer pre-treatment ordinance enacted in
the fall of 1980 should be enforced and implemented as soon
as the affected industries can install the necessary equipment
and facilities. One of the objectives of this ordinance is to
achieve a sludge which can be used for land application. Care
should be taken on the use of this material as its indiscriminate
use could contribute to pollution of Beaver Lake.
Section 4. As soon as the funds become available,
Fayetteville should implement the sewer rehabilitation program.
Section 5. An ongoing Pollution Control Commission should
be established to act as an advisory group to the City Board
of Directors and the Water and Sewer Committee of the Board.
This Advisory Committee would advise the Board on such matters
as structural and non-structural alternatives which can be of
use to the City in reducing the volume of sewage generated,
new technology as applicable to the City of Fayetteville nad
other factors which can contribute to the overall efficiency
of the wastewater management system.
Section 6. The Beaver Lake Water Commission, Arkansas
Health Department and the State Department of Pollution Control
and Ecology must be encouraged to pursue with diligence the
elimination of non -point sources of pollution affecting Beaver
Lake. If Fayetteville leaves the White River with its sewage
effluent it must receive assurances that Beaver Lake will not
be allowed to deteriorate further. The Beaver Lake Water
Commission should be encouraged to use some method of surcharge
from the saleof water to locate pollution sources and utilize
this fund to enforce the elimination of the non -point sources
of pollution of whatever means are necessary.

Section 7. The City Board of Directors hereby authorizes
the Water and Sewer Committee to develop a work program
indicating how to shape the procedures which will be necessar'y
to begin the implementation process of this program with
assistance from the 201 consultant and a Citizens Advisory
Committee task force composed of Lynn Wade, Lois Imhoff, and
Richard Starr.
