A RESOLUTION APPROPRIATING $1,500 FROM THE CITY'S SHARE
OF THE WASHINGTON COUNTY SALES TAX TO FINANCE PREPARATION
OF A MASTER PLAN FOR WALKER PARK, AND AUTHORIZING A
CONTRACT WITH NORTHWEST ENGINEERS, INC. FOR PREPARATION
OF SAID PLAN.
BE IT RESOLVED BY THE BOARD'OF DIRECTORS OF THE CITY
OF FAYETTEVILLE, ARKANSAS:
Section 1. That the Board

the Washington County sales
master plan for Walker Park.
Section 2. That the Mayor and City Clerk are hereby
authorized and directed to execute a contract with Northwest
Engineers, Inc., for preparation of said plan. A copy of
the contract authorized for execution hereby £ :attached
hereto marked Exhibit "A" and made a part hereof.

AGREEMENT FOR ENGINEERING SERVICES
FOR
SOFTBALL AND SOCCER FIELD ADDITIONS
AT WALKER PARK
THI�EMENT, made and entered into this c.3 day of
Hyl 1981, by and between the City of Fayetteville,
Arkansas, hereinafter referred to as the "Owner," and Northwest
Engineers; Inc., Consulting Engineers of Fayetteville, Arkansas,
hereinafter referred to as the "Engineer."
WITNESSETH THAT:
WHEREAS, the Owner desires a master plan for the addition of
softball and soccer fields on a certain unimproved tract of land
in Walker Park; and
WHEREAS, the Engineer has sufficient experienced personnel
and equipment to perform the work described in this Agreement;
NOW THEREFORE, in consideration of the mutual covenants and
agreements herein contained, the Owner and the Engineer, the parties
hereto, stipulate and agree that the Owner does hereby employ the
Engineer to perform the required engineering services as hereinafter
set out; and the Engineer agrees to provide said services.
'Section'1. Description 'of•Project
The project for which engineering services are to be provided
is generally described as follows:
Provide a master plan for the addition of as many
and soccer fields as can feasibly be constructed on a
of land presently owned by the City, said tract lying
of Thirteenth Street, West of Block Avenue, and South
Naval Reserve Armory.

'Se'ct'ion 2.' Scope of Engineering Services
The Engineer shall provide a suitable staff to perform basic
engineering consulting services more specifically defined as
follows:
Based upon contour maps of the tract of land provided by the
City (5' contour intervals), the Engineer will provide a
"site plan" of the tract indicating the location and dimensions
of the playing fields and proposed locations for bleachers,
parking areas, concession building, fencing, lighting, and
remaining areas which could be developed as park area in the

future. The Engineer will also provide a rough grading and
drainage plan for the site based upon the City contour maps.
This plan will indicate tentative elevations for the improvements,
required storm drainage ditches and structures, and tentative
heights and lengths for any required retaining walls. Estimates
of the required construction quantities will be provided. The
accuracy of the estimated construction quantities cannot be
verified for bidding purposes without a detailed boundary and
topographic survey (which will not be performed as part of this
agreement) but the estimated quantities should be adequate
to perform the required clearing and earthwork for the project
if this can be done without the taking of bids. Detailed
construction plans of the various items (lighting fixtures,
concession stand, bleachers, utilities, etc.) will not be
provided as part of the master plan.
Section 3'. Compensation
Compensation for engineering services for the master plan shall
be a lump sum fee amount of $1,500.00. This fee includes full
compensation for every item of work as described in Section 2.
Payment to the Engineer shall be made upon submittal to the Owner
of the master plan.
Section 4.: 'Termination 'off 'Contract
The Owner may terminate this Agreement any time by a notice
in writing from the Owner to the Engineer. If the Agreement is
terminated by the Owner as provided herein, the Engineer will
receive just and equitable compensation under this Agreement.
IN WITNESS WHEREOF, the Owner has caused these presents to
be executed in its behalf by its duly authorized representatives,
and the said Engineer by its duly authorized representatives, and
the parties hereto have set their hands and seals on the date
heretofore set out.
