SHAFFER FOR THE DEVELOPMENT AND IMPLEMENTATION OF A SUPERVISOR'S TRAINING AND DEVELOPMENT PROGRAM AND A PERSONNEL MANAGEMENT PRACTICES SURVEY. BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY OF FAYETTEVILLE, ARKANSAS: That the Mayor and City Clerk are hereby authorized and directed to execute a contract with Paul L. Shaffer for the development and implementation of a supervisor's training and development program and personnel management practices survey at a.total contract price not to exceed $2,200.00. A copy of the contract authorized for execution hereby is attached hereto marked Exhibit "A" and made a part hereof. PASSED AND APPROVED this 5 - day of r :W ca'. Dear Mr. Grimes, Based on continuing discussions with city administration it is proposed we refine the Preliminary Pilot Program outlined in the July 3, 1980 letter. It is recommended we continue to develop the programming for a supervisory training and development as originally stated. This programming is now to include topics for immediate ap- plication such as effective affirmative action program and other topics requested by City administrators. The second portion of our short term efforts should focus on iden- tifing areas of strengths and weakness in existing personnel management practices. This can best be initiated by administering a survey to all City employees. The proposed survey is an exceptually high quality questionnaire developed for the purpose as we intend to use it by the Office of Personnel Management (Federal Government). There are no restrictions or copyright charges for using this survey. This second effort has long run implications and relates directly to those activities discussed earlier. For planning purposes we can identify the two activities recommended for immediate action as Phase 1 - Development and implementation of a Supervisors Training and Development Program for Fall, 1980. Phase 2 - Administer a survey to assist in evaluating the relative strengths and weaknesses of the existing personnel manage- ment practices. This activity should begin as soon as possible with primary administrative analysis reports due by Septepther, 1980. Proposed direct labor costs and related expenses for phases 1 and 2 of this proposal should not exceed $2,200.00. Sincerely, Paul L.
