WHEREAS, the Cities of Fayetteville and Springdale, Arkansas, and the
Northwest Arkansas Regional Planning Commission sponsored a Master Plan Study
for a Northwest Arkansas regional airport; and
WHEREAS, the completed study reflected a need for the construction of a
new regional airport facility at a new location (other than Drake Field); and
WHEREAS, the Cities of Fayetteville and Springdale, on July 5, 1979, filed
an application with the Federal Aviation Administration for the development of
the Priority 1 site as set out in the study report; and
WHEREAS, the Federal Aviation Administration cannot release any funds for
the development of the project until the requirements of the National Environ-
mental Policy Act (NEPA) of 1969 have been satisfied; and
WHEREAS, the cities had anticipated that the Federal Aviation Administration,
by utilizing the environmental assessment included in the study report, would
initiate and complete such action as necessary to satisfy the requirements of
NEPA without further cost to the cities; and
WHEREAS, it now appears that the cities would be requested to share in
the cost of the necessary Environmental Impact Statement in an amount equal to
ten percent of the total cost, now estimated to be as much as $300,000; and
WHEREAS, continuing inflation, increasing fuel costs and airline
deregulation may invalidate the assumption that if adequate airport facilities
were available the area would be served by jet aircraft, thus changing the
need for facilities to serve this type aircraft; and
WHEREAS, changing economic conditions have raised doubts as to the cities'
ability to finance the local share of the proposed facility at the present time;
and
WHEREAS, it appears to be in the best interests of Northwest Arkansas to
defer development of a regional airport facility until such time as economic.
and other factors stabilize so that the best approach to providing adequate
airport facilities..to.serve_the.Northwest.Arkansas area can be determined;
NOW THEREFORE; BE IT HEREBY RESOLVED by the City Council of the City of
Springdale, Arkansas, that the application for development of a regional
airport be withdrawn from consideration at this time.
