• • • • i • • • • • RESOLUTION NO. /Fl -7 9 A RESOLUTION AUTHORIZING THE MAYOR AND CITY CLERK TO EXECUTE A CONTRACT WITH BRENNAN-BOYD CONSTRUCTION COMPANY, INC., FOR THE CONSTRUCTION OF A NEW AIRPORT TERMINAL BUILDING. BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY OF FAYETTEVILLE, ARKANSAS: Section 1. That the Mayor and City Clerk are hereby authorized and directed to execute an agreement with Brennan -Boyd Construction Company, Inc., for the construction of a new airport terminal building for $1,235,497.00. A copy of said agreement marked "Exhibit A" is attached hereto and made a part hereof. Section 2. Execution of the contract authorized by Section 1 hereof shall be subject to the concurrence of approval by the Federal Aviation Administration. ARTICLE 3 TIME OF COMMENCEMENT AND SUBSTANTIAL COMPLETION The Work to be performed under this Contract shall be commenced by May 1, 1979 and, subject to authorized adjustments, Substantial Completion shall be achieved not later than June 3, 1980 (Here insert any special provisions for liquidated damages relating to failure to complete on time.) C. 20006 A101-1977 2 • • ARTICLE 4 CONTRACT SUM The Owner shall pay the Contractor in current funds for the performance of the Work, subject to additions and deductions by Change Order as provided in the Contract Documents, the Contract Sum of One Million Two -Hundred Thirty -Five Thousand Four Hundred Ninety -Seven Dollars ( $1,235,497.00 ). The Contract Sum is determined as follows: (State here the base bid or other lump sum amount, accepted alternates, and unit prices, as applicable.) The Contractor's Base Bid less the amount of construction changes listed in attached letter from Paul Young, Jr, to Mr. Donald L. Grimes dated March 19, 1979. ARTICLE 5 PROGRESS PAYMENTS Based upon Applications for Payment submitted to the Architect by the Contractor and Certificates for Payment issued by the Architect, the Owner shall make progress payments on account of the Contract Sum to Contractorraas follows: pro- vided in the Contract Documents for the period ending the last day of the Not later than fifteen days following the end of the period covered by the Application for Payment ninety percent ( 90 %) of the portion of the Contract Sum properly allocable to labor, materials and equipment incorporated in the Work and ninetypercent ( 90 %) of the portion of the Contract Sum properly allocable to materials and equipment suitably stored at the site or at some other location agreed upon in writing, for the period covered by the Application for Payment, less the aggregate of previous payments made by the Owner; and upon Substantial Completion of the entire Work, a sum sufficient to increase the total payments to ninety- live percent ( 95 %) of the Contract Sum, less such amounts as the Architect shall determine for all incomplete Work and unsettled claims as provided in the Contract Documents. Change steel studs for interior partitions to 10' height to standard 25 gauge. Change all other steel studs to 18 gauge. 2. Provide an allowance of $1500 for wood vision wall grille in Space 107 in lieu of grille specified. 3. Change stainless steel covering of baggage rack to 24 guage. 4. Delete two fountains at front entrance, fill area with aggregate concrete surface providing expansion joints in and utility rough -in for future installation of fountains. 5. Change acoustical ceiling tile in Spaces 117, 118, 124, 127, 134, 135, 136, 142, 143, 144 to 2'x4' size, fire rated acoustical tile. 6. Change SB2 fill material under floor slab to native chert gravel of approved sample. Compaction to remain as specified. 7. Delete City building permits and fees as specified. 8. Contractor at his option may install no -hub soil, waste and vent piping as permitted by Arkansas State Plumbing Code. Refer to Paragraph 26-03 of Specifications. 9. Contractor at his option may install 1/2" thick fiberglas pipe insulation with vapor barrier in lieu of Armaflex FR on CW, HW and HWR piping. All joints and fittings shall be sealed vapor tight. 10. Refer to Paragraph 27-25 (b) and (c) of Specifications and Addendum No. 3, Item 8(k): In lieu of the rigid board external insulation specified in Paragraph 27-25 (c) on all rectangular supply ducts outside of equipment rooms and not doom stream of attenuating boxes, use either external blanket insulation as specified in Paragraph 27-25 (e) or internal liner as specified in Paragraph.27:25 (b). If the internal liner is used these ducts must increase 2"each direction. 11. Delete testing of mechanical system by independent company as called for in Addendum No.3, Item 8b. The plywood seems to be affected by the moisture and gives you a wavy surface no matter how level it was when it went on. Cracks are also a problem. His most recent job where the owner or contractor insisted on plywood backing was a house for the city attorney for Springdale, and he said he was going back next week to put the fourth coat on it since the finish coat went on. He recommends gypsum sheathing in place of plywood. Attached are letters from Weyerhaeusercertifying that this product meets Federal Specification SS -L -30C and ASTM Standards C-79-67. His recommendation as indicated on the marked up set of shop drawings he has returned to Schueck Steel is to use the Barb Track Clip #2022 with the 5/811 Track #3042 as shown on page B-8 of their Zip Rib design guide. In order to allow space for the insulation, he recommends a 2x4 sleeper between the concrete deck and the track. There will be some additional cost involved in doing it this way, and I do not think Schueck, Brennan -Boyd or you should be responsible. As you recently found, the specified materials were available earlier this summer; now Kaiser writes that they have associated that system with some roof problems and have completely pulled it off the market. In a sense, this is good fortune as no one would have wanted a roof on this building with any built-in problems. We propose that a change order be processed for the 2x4 sleepers and the fast- eners for $4,490.00. A detailed take -off sheet is attached for your reference.
