A RESOLUTION APPOINTING CITY RIGHT OF WAY AGENT FRAZIER
STEPHENS AS REVIEW APPRAISER FOR COMMUNITY DEVELOPMENT PROGRAM
REAL PROPERTY ACQUISITIONS.
BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY OF
FAYETTEVILLE, ARKANSAS:
Section 1. That City Right-of-way Agent Frazier Stephens,
be, and is hereby appointedreview appraiser for Community
Development Program real property acquisition.
Section 2. The review appraiser shall:
(a) Require the appraisers to make all necessary cor-
rections in their reports, particularly those needed to
insure substantial consistency in factual data therein.
(b) Determine acceptibility and adequacy of the appraisal
reports, including the data and analysis furnished by the
appraisers to support their opinions of value.
(c) Make an onsite inspection of the property and of
comparable properties considered by the appraisers in
deriving their valuations.
(d) Consider any report of unlawful condition or occu-
pancy of the property.
(e) if the reviewer finds the appraisal reports accept-
able and properly documented, determine for each parcel
his opinion of the fair market value thereof.
(f) Prepare a written report identifying the appraisal
reports reviewed and explaining the basis for his conclu-
sion as to fair market value.
