A RESOLUTION EXPRESSING THE POSITION OF THE BOARD OF
DIRECTORS ON THE CONSTRUCTION OF A CONTINUING EDUCATION
CENTER IN THE DOWNTOWN FAYETTEVILLE AREA.
WHEREAS, the Board of Directors of the City of Fayetteville
wishes to take all possible actions to secure a high quality of
life for the people of the community; and
WHEREAS, making available to the people an opportunity to
learn how to better perform in a present job, to learn new
skills that will aid in job promotion, to learn new skills
in family relations, or to learn new skills in recreational
hobbies and the fine arts, will contribute toward a better
quality of life; and
WHEREAS, the major industry in the City of Fayetteville
is the University of Arkansas, which industry wishes to expand
its teaching abilities beyond its regularly enrolled students
and present continuing education program by the construction
of a downtown facility accessible to all people of the community
and of the state, which facility would welcome all people, re-
gardless of educational background and age, who want to improve
their understanding and ability by means of short term workshops,
seminars or classes on particular subjects; and
WHEREAS, the architecture of this facility will be "people
oriented" and of a scale to be appropriate with the historical
buildings, trees and general atmosphere of the center square; and
WHEREAS, said new facility would not be financed from the
present city budget, but from revenue bonds secured by a pledge
of revenues derived from a 1% tax on the gross receipts from the
renting, leasing or otherwise furnishing of hotel or motel
accommodations for profit in the city and upon the gross receipts
of restaurants, cafes, cafeterias and all other establishments
engaged in the business of selling prepared food for consumption
on the premises in the city, plus a rental fee paid by the
University of Arkansas for the use of said facility with the
University charging a registration fee to those using the
facility and not drawing any funds from other University programs;
and
WHEREAS, the educational, cultural and economic effect of
a continuing education facility in downtown Fayetteville is
beneficial to the city as a whole in that local citizens would
have ready access to the facility, and people from throughout
the state and from other states would be coming for short term
conferences and residing in local hotels and motels and eating
at local restaurants and buying at local stores; and
WHEREAS, similar continuing education facilities in other
university communities have been studied and found beneficial; and
WHEREAS, the City of Fayetteville, the home of the original
University of Arkansas Campus and the largest University of
Arkansas Campus, is the most suitable location for such a facility.
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS
OF THE CITY OF FAYETTEVILLE, ARKANSAS:
Section 1. That the Board of Directors is in favor of
the construction of a continuing education facility in the
downtown area of Fayetteville.

Section 2. That in order to obtain the benefits cited
above, the Board of Directors is in favor of levying a 1% tax
upon the gross receipts from the renting, leasing, or otherwise
furnishing of hotel or motel accommodations, cafes, cafeterias,
and other establishments engaged in the business of selling
prepared food for consumption on the premises in the city.
Section 3. That in the event the revenues from the aforesaid
tax are in excess of the amount necessary to meet the annual
debt service on revenue bonds issued for the construction of
said continuing education facility, plus a modest amount for
advertising, the Board of Directors is in favor of using said
excess revenue for the planning and construction of a performing
arts center.
Section 4. That prior to the construction of a continuing
education facility, the Board of Directors and the Division of
Continuing Education of the University of Arkansas will conduct
public forums in order to inform the people, to solicit suggestions,
and to answer questions regarding said continuing education facility.
