HomeMy WebLinkAbout15-76 RESOLUTION• RESOLUTION NO./5T46 A RESOLUTION AUTHORIZING FOR URGENT NEEDS FUNDS TO PAY WORKS -IMPROVEMENT PROJECT NO. THE CITY MANAGER TO APPLY TO HUD FOR INCREASED COSTS OF PUBLIC WSF-AR-06-37-1001. WHEREAS, the City of Fayetteville, Arkansas, a municipal corporation, has heretofore applied for and received a grant from the United States of America through the Department of Housing and Urban Development to assist in financing a certain public works improvement Project No. WSF-Ar-06-37-1001; and WHEREAS, due to circumstances beyond the City's control, the construction of the project has been unduly delayed; and WHEREAS, based upon bids received, the estimated project cost now exceeds the original cost estimate; and WHEREAS, the City of Fayetteville is unable to finance completion of the project without additional federal assistance; and WHEREAS, under Public Law 93-383, and the rules and regu- lations promulgated thereunder, the Department of Housing and Urban Development is empowered to make community development block grants to provide for cost increases necessary to complete an on-going program. NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY OF FAYETTEVILLE, ARKANSAS: Section 1. That Donald L. Grimes, City Manager of the City of Fayetteville, Arkansas, be and he is hereby authorized to execute and file an application on behalf of the City of Fayetteville, Arkansas, with the Department of Housing and Urban Development, United States Government, for a grant under Title 24, Chapter V, Part 570.403, Urgent Needs Fund, of the Code of Federal Regulations, to provide fu to pay for the increased cost of Project No. WSF-AR-06-37-1001. Section 2. That the said City Manager be and he is hereby authorized and directed to provide the certifications required by Part 570.401(c), and such other information as the Department of Housing and Urban Development may reasonably request in connection with the application which is hereby authorized to be filed. A- Water and Sewer System Improvements (WSF-AR-06-37-1001); The project includes both water distribution system improvements and sewerage syst improvements. The water distribution system improvements consist of completion of a 24 inch loop around the City of Fayetteville, and the construction of 8 million gallol of ground storage as system elevation. The sewerage system improvements include pro- viding sanitary sewer service to five areas around the City of Fayetteville. Water Distribution System Improvements are necessary to provide adequate capacity by serving 3 low rent housing complexes nearly completed. All areas are growing rapidly around Fayetteville and other small communities, and this construction is nec- essary to provide service to these communities and industrial areas in the south part of Fayetteville. Many existing developed areas are operating sanitary facilities in a septic tank. This operation is not satisfactory and various individual problems with these private sanitation systems have occurred from time -to -time. It is urgenti- required that sanitary sewer facilities be provided to alleviate a serious public hea. hazard. Sewage lift stations will be required in all areas.
