This assistance is important in order to maintain municipal services and employment at the level to which Fayetteville citizens and employees have become accustomed. For this purpose, we request special assistance of $500,000. In addition, we request $500,000 more funds in order to increase em- ployee salaries and in order to provide new municipal services that would be more consistent with the salaries paid and services provided by New York City. Although we do not believe the granting of these requests is in accord with proper United States Government functions, this will be necessary for fairness to our citizens and employees if New York City is given special financial assistance. We therefore ask that our requests be activated only if special financial assistance grants are made by the United States Government to New York City.
