HomeMy WebLinkAbout02-75 RESOLUTIONRESOLUTION NO. 44-1,S A RESOLUTION APPROVING A MODIFIED PAY AND JOB CLASSIFICATION PLAN FOR EMPLOYEES OF THE CITY OF FAYETTEVILLE, ARKANSAS. BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY OF FAYETTEVILLE, ARKANSAS: That the modified pay and job classification plan attached hereto as Exhibit "A" be, and the same is hereby, approved; provided, in the event the present litigation filed by the National League of Cities contesting the constitutionality of those provisions of the Federal Fair Labor Standards Act applicable to•municipalities ultimately results in an opinion upholding the constitutionality of said provisions, then the modified pay and job classification plan attached hereto as Exhibit "B" shall take effect. PASSED AND APPROVED THIS 7t DAY OF 1975. 1. }rte ATTEST -A. 1 ,1, CITY CLERK APPROVED: f //. _ at/ 7,,g.trye, f PLAN A CITY OF FAYETTEVILLE, ARKANSAS PROPOSED 1975 PAY PLAN All classified employees shall be paid in accordance with the pay plan, which is a series of salary increments including eight merit steps for each range. Each classified position is assigned a pay scale based upon job duties and responsibilities and the relative degree of difficulty required for satis- factory performance of job duties. Each step represents an annual merit increment except step "B" which is a six-month anniversary step. Starting Pay and Pay Increases Within Class • Employees shall be hired at the "A" step of the pay scale assigned to their position. Upon satisfactory completion of the initial six months pro- bationary employment, employees may be advanced to the "B" step. Such pay advancement shall not be automatic and shall be conditioned upon the recommend- ation of the department head and approval of the City Manager or his designated representative. Effective on January 1, 1975 classified and unclassified employees salaries shall be increased by 10% of the monthly salary in effect at December 31, 1974, such pay increase being a cost of living increase. Also, effective on January 1, 1975 classified and unclassified employees salaries may be increased by an additional 5% based on 5% of the salary in effect at December 31, 1974, such increase in pay shall be a merit increase based upon the recommendation of the department and approval of the City Manager or his designated representative. Upon approval the merit increase shall be effective on the employees merit anniversary date. An employee whose monthly salary has been the "H" step for 12 months may be increased, upon recommendation of the department head and approval of the City Manager or his authorized representative, to the next highest step within the employee's classified scale. Such an increase shall not be considered a promotion or reclassification. Fire personnel work a regular work week of 56 hours and do not receive overtime pay for hours worked in excess of 56 hours. In lieu of overtime pay, fire department personnel (except unclassified personnel) receive $5.00 per call back, when off-duty and responding to major alarms. The monthly rates shown in steps "A" through "H" on scales 13 through 20 include extra holiday pay for classified uniformed police and fire personnel as provided by Arkansas statutes 69-101, 69-104, and 19-1713 as amended. Such extra holiday pay is included in the monthly salaries and pro -rated throughout the year through the pay periods as provided by State statute. Promotions In order to be considered for a promotion, an employee must meet the minimum entry qualifications contained in the Job Description for the posi- tion to which he or she has been recommended for promotion. In addition, the provisions of the Personnel Policy regarding promotions shall apply. When a promotion is granted, the employee's pay shall be raised to the next highest step. No employee will be eligible for consideration for a promotion until the employee has served six months in his present position. Unclassified Employees Administrative, managerial, and upper supervisory personnel shall be un- classified personnel. That is, they shall not be included in the classified pay plan and shall not be eligible for overtime. Positions in the category and the funds budgeted for salaries for 1975 are as follows: (Computed on the basis of 10% cost -of -living increase on January 1, 1975 and 5% merit based on the monthly salary in effect at December 31, 1974, such increase being effective on the respective merit anniversary dates). Such payment shall be reimbursement for expenses. Full-time firemen shall be paid $4.00 for each fire call to which a response is made when off-duty. Such payment shall be reimbursement for expenses. Additionally, the regular, hourly rate of pay shall apply for each hour worked for 181 hours in the 21 day work period. All hours worked in excess of 181 in the 21 day work period shall be paid a time plus one-half the fegular, hourly rate of pay.
