WHEREAS, Washington Regional Medical Center has undertaken a program to extend hospital facilities and upgrade the quality of health care available to patients at said hospital; and WHEREAS, said expansion program will result in an increase in the number of motor vehicles which must be parked at or near Washington Regional Medical Center; and WHEREAS, unless the number of off-street parking spaces available at Washington Regional Medical Center is increased sign- ificantly, said increase in the number of motor vehicles which must be parked at or near Washington Regional Medical Center will result in excessive curb parking of motor vehicles on roads and /streets within the City creating congestion, obstructing the free flow of traffic, and endangering the safety of the titizens of the city; and WHEREAS, to prevent such dongestion, the Fayetteville Municipal Parking Authority proposes to construct off-street parking facilities on property to be leased from Washington Regional Medical Center; the construction of said facilities to be financed by the issuance of revenue bonds pursuant to Act 468 of 1949 with the revenues derived from the operation of said parking facilities to be pledged in payment of said bonds. NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY OF FAYETTEVILLE, ARKANSAS: Section 1. That the Fayetteville Municipal Parking Authority be, and it hereby is, authorized and directed to obtain at no cost to the City a feasibility study from Washington Regional Medical Center for the construction of off-street parking facilities at or near said hospital; said study shall include, amoung other things, the estimated(Dumber of off-street parking spaces which will be required upon completion of said:hospital's expansion program, the type of off-street parkingfacilidFswhich would be most practicable and economically feasible to construct to meet said requirements, the estimated cost of constructing said facilities, the estimated amount of revenue which said facilities would have to generate to meet annual bond principal and interest payments, and the parking rates which would have to be charged to generate said revenue. Section 2. That the concurrence of the Board of Directors, as required by Section 19-197 of the Fayetteville Code of Ordinances, in the establishment of off-street parking facilities by the Municipal Parking Authority at or near Washington Regional Medical Center shall be considered by the Board of Directors after the Board receives from the Parking Authority a report regarding the results of the aforesaid feasibility study, a report regarding the terms of all leases, contracts, and other legal instruments which the City or the Parking Autherity will be required to execute in connection with the proposed project, and upon receipt of an opinion from the City Attorney regarding the legality of the proposed project. 1974.
