WHEREAS, the Board of Directors of the City of Fayetteville,
Arkansas, a municipal corporation, did cause studies to be made of
the needs for street improvement to SYCAMORE STREET FROM HIGHWAY
#71 (COLLEGE AVENUE) TO GREGG AVENUE, and
WHEREAS, pursuant to the above-described studies the Board of
Directors of the City of Fayetteville, Arkansas, has received from
the City Manager certain findings and determinations, which findings
and determinations are as follows, to -wit:
REPORT ON IMPROVEMENT OF
SYCAMORE STREET FROM HIGHWAY #71
(COLLEGE AVENUE) TO GREGG AVENUE
1. In accordance with Resolution No. 3-.71 passed and approved
by the Board of Directors on February 1, 1971, the City Manager was
authorized to perform studies for the improvement of Sycamore Street
from Highway #71 (College Avenue) to Gregg Avenue.
These instructions required a report to be made to the Board
of Directors containing the following listed data:
A. Determination of necessary improvements.
B . Determination of the approximate cost of said improvements.
C. The means available for financing same
D . The portion thereof which the municipality is willing
and able to pay.
E . The approximate assessment which would be made against
each lot or parcel of property.
2. The proposed street improvement project should include
complete street reconstruction on Sycamore Street from Highway #71
(College Avenue) to Gregg Avenue. Necessary improvements include
construction of base to meet current City standards; paving with two
(2) inches of hot mix asphaltic materials, twenty-eight (28) feet wide
from flow line to flow line; installation of a curb and gutter on the
South side of said street; and installation ofa four (4) foot sidewalk
on the.NorthTside of said street in lieu of curb and gutter.
3. The total estimated project cost for street reconstruction
on Sycamore Street from Highway #71 (College Avenue) to Gregg
Avenue is $44,168.00.
4. It is proposed that the City would pay $11,326.00 of the
project cost with an assessment of $32,842.00 being levied against
the real property benefited by the proposed improvements to reim-
burse the City for a portion of the cost of the improvements. The
City's share is shown below as an assessment on tract 25 held by
the City for park purposes.
5. It is proposed that the property owner(s) be given a choice
of paying the assessments levied in a lump sum payable within thirty
(30) days after the completion of the proposed improvements, or
in ten (10) equal annual installments bearing interest at the rate
of ten per cent per annum. If the property owner(s) choose(s)
the installment method of payment, the first installment shall be
collected on or before October 1, 1971. Second and subsequent
installments shall be paid at the time provided by law for paying
the first installment of general taxes on the property.
6. The approximate assessments which would be made against
each lot or parcel of property are as follows:

as beginning 237 feet and 1 inch East
of the Southwest corner of said 40 acre
tract, and running, thence North 200

except that portion of said tract along the
East side embraced in the present right -

West, more particularly described as
follows, to -wit: Beginning at a point
which is 125 feet North of the Southwest
corner of said 40 acre tract, and running,

26 feet, thence East 68 feet, thence
South 55 feet, thence East 82 feet 1 inch,
thence North 295 feet 2 inches, thence
West 237 feet 1 inch, thence South 170

of the SW 1/4 of Section 3, Township 16 North, Range
30 West, more particularly described as
follows: Beginning at the SW corner of said
40 acre tract; thence East 50 feet; thence North
125 feet; thence West 50 feet; thence South

(16) North of Range thirty (30) West, described
as follows: Beginning at the South East corner
of said forty acre tract, and running, thence
North two hundred ninety seven (297) feet;
thence West one hundred forty six (146) feet and
eight (8) inches; thence South two hundred ninety
seven (297) feet; thence East one hundred forty
six (146) feet and eight (8) inches to the place
of beginning, containing one acre (1), more or

particularly described as follows, to -wit: Beginning
at the Northeast corner of said forty acre tract, and
running thence South 0 degrees 28 minutes East 330
feet, thence West 235 feet, thence North 0 degrees 28.
minutes West 330 feet, thence East 235 feet to the
point of beginning, less and except 20 feet of equal
and uniform width off the North end and 30 feet of
equal and uniform width off the East side reserved for

NOW, THEREFORE, BE IT RESOLVED by the Board of Directors of
the City of Fayetteville, Arkansas, that said municipality indicates
the desire to undertake the above described improvements provided
•
the owners of a majority in value of the real estate to be assessed agree to
repay said municipality the portion of the cost described above through
uniform assessed benefits upon each lot or parcel of property described
above.
