WHEREAS, a public hearing was held before Oth IIPaldf ding
Commission of the City of Fayetteville, Arkansas on February 19,
1970 on the proposed adoption of a Major Street Plan with maps
and regulations pertaining thereto, and
WHEREAS, a notice of said public hearing setting forth the
time, place and purpose thereof was published in the Northwest
Arkansas Times, a newspaper of general circulation in said City,
more than 15 days prior to said public hearing, and
WHEREAS, following the said public hearing, said Planning
Commission certified to the Board of Directors of the City of
Fayetteville, Arkansas, its recommendation that a resolution be
passed adopting said Major Street Plan with maps and regulations
pertaining thereto.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY BOARD OF DIRECTORS
OF THE CITY OF FAYETTEVILLE, ARKANSAS:
Section 1. That the City Board of Directors of the City of
Fayetteville, Arkansas, adopt the Major Street Plan, approved by
the Fayetteville PlanningCommission on February 19, 1970, as more
particularly set forth in words and figures as follows:
MAJOR STREET PLAN
This Plan pertains primarily to'the Major Streets of the City
of Fayetteville andtominimum standards for Right of Way street
widths.
Purpose of Major Streets
—Major -Streets make=up -the -structural -framework -of the city
and are the principal channels for moving people and utility
services throughout the City with ease, convenience, speed and
safety.
These streets'also determine some land uses, many block sizes
and the accessibility to adjoining property.
Classification of Streets
In many cities,, as in Fayetteville, the need for at least
four classes of streets is apparent. These classes generally
are determined (1) by the kind of traffic, and (2) by the volume
of traffic a street carries and are described as follows:

Expressway
Those which carry heavy and fast traffic within and through
the city on a continuous route.
Arterial
Those which carry traffic across the city between major
traffic generators.
Collector Streets
Those which carry traffic to and from minor or residential
streets.to.the various arterial streets of the city.
Minor or Residential Streets
Those which are used primarily for access to residences or
other abutting properties.
Determining Right -of -Way Standards
The width of a street is directly related to its use or function -
traffic volume, use by passenger cars or trucks and similar factors.
The terms used to describe street width sections are:
Right of Way (paved width plus utility strip) is the total
distance between opposite lot lines as for traffic, parking,
utilities and sidewalks.
Paved width is the distance between opposite curb lines used
for parking and traffic lines.
Utility strip is the distance between the curb line and the
property line used for utilities, sidewalks and planting.
—Urban Streets_are,streets...,located..within.the,corporate city
limits of Fayetteville, Arkansas.
Rural Streets are streets located outside the corporate city
limits of Fayetteville, Arkansas but located in the Fayetteville
Planning area.
The number and width of traffic lanes, parking lanes and
utility strips vary somewhat depending on the traffic volume in-
volved and the kind of district - residential, commercial, or
industrial - served.

Right of Way Standards
The following minimum right of way standards shall be provided
in addition to any required zoning setback requirements when sub-
dividing land, erecting structures or making improvements within
the planning area for the City of Fayetteville:

Minor or Residential Streets
With the exception of the requirement of a minimum right of
way of 50 feet, plans for specific minor and residential streets
are not included. The minor street circulation system rests upon
the framework of major arterial and collector streets. After the
basic framework of Major Streets has been established, the fitting
of the minor and residential streets into the Major Street pattern
can be accomplished best on a local or neighborhood basis.
Major Street Plan
The attached map, marked Exhibit "A", is a part of and is
included in the Major Street Plan for the City:
Major Street Plan Map showing existing and proposed Major
Expressway, Arterial and Collector Streets within the Planning
Area setting forth required improvement right of way width standards
for these streets.
-Section.2..- That•atcopy•-of-the above and foregoing Major Street
Plan with map and regulations attached thereto, together with a
certified copy of this resolution be filed in the office of the City
Clerk and in the office of the Circuit Clerk and Ex -Officio Recorder
for Washington County, Arkansas.
