RESOLUTION IN SUPPORT -OF APPLICATION'FOR FEDERAL"PLANNING ASSISTANCE
GRANT TO CONDUCT BASIC PLANNING STUDIES AND MAPPING FOR THE CITY OF
FAYETTEVILLE, ARKANSAS, PRIOR TO THE PREPARATION OF A REGIONAL
URBAN AREA PLAN.
WHEREAS, the City of Fayetteville, Arkansas, has been desig-
nated by the Regional Office of the Department of Housing and Urban
Development as a part of a larger urban area and must participate
in a regional program of planning within said urban area in order
to be fully eligible for Federal planning assistance funds, and
WHEREAS, pending organization of such a program and application
for assistance within the framework of the larger urban area, the
City of Fayetteville, Arkansas, is critically in need of maps,
topography, economic data, population data, land use and street
data in order to alleviate urgent problems obstructing and blighting
the development of the City of Fayetteville and adjacent urbanizing
areas, and
WHEREAS, it is imperative that studies to provide this informa-
tion be undertaken without further delay in order to avert irrepara-
ble harm to the City of Fayetteville, and to that end the Board of
Directors of the City of Fayetteville desire to submit an applica-
tion for Federal planning assistance in order to secure the neces-
sary funds to conduct the basic planning studies and mapping herein
referred to.
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE
CITY OF FAYETTEVILLE, ARKANSAS:
SECTION 1. That an application for a Federal planning
assistance grant under Section 701 of the Housing Act of 1954, as
amended, to conduct the basic mapping and planning studies herein-
above referred to shall be prepared and filed as expeditiously as
possible.
SECTION 2. That the

property and future land uses along this route must be
planned.

c. _Since_the.present City plans were prepared in
1959, large areas have been annexed to the Citrand'con-
siderable development has occurred without up dating and
revising the plans.
d . To properly service its rapidly expanding
population the City must plan and build major sewer and
water facilities within the next two years, and plans
for these facilities must be guided by thorough popiation
and land use .studies.
e. The University of Arkansas, located in the City,
is planning a 50 million dollar building program to
accomodate expected growth, and additional space for
campus expansion and off campus housing are urgently
needed.
f. The Board. of Directors feels that its most urgent
taskis the planning and construction of a major and
collector street system with integral facilities for
drainage of surface water.
g . The present land use plan is so general that it
is inadequate as a guide for zoning, and many areas of
the City are being blighted as a result of improper
zoning controls.
h . The Housing Authority is preparing an application
for an urban renewal project, and it is imperative that
this project fit properly into.long range plans for land
use and streets.
i. The present supply of adequate industrial sites
has been exhausted, and land for a planned industrial
district must be found if the City's economic growth is
to continue.
SECTION 3. For the purpose of building a comprehensive coor-
dinated plan for the entire urban region, the information obtained
through. the basic studies and mapping will be made available to
the regional planning organization at its request.
SECTION 4. In recognition of the fact that plans will be
prepared for the entire urban region, topographic/land use and
street studies will be prepared for the City and the adjacent
urbanizing area only.
SECTION 5. Realizing that—the development and economic

health of the City of Fayetteville are interdependent with
urban region, the Board of Directors agrees to participate
in the regional planning agency and its efforts to make a
coordinated, comprehensive plan for the development of the
region when it is organized.
