A RESOLUTION PROVIDING FOR THE ACCOUNTING AND CERTIFYING OF,ALL
EMPLOYEE'S TIME; ESTABLISHING AND FIXING RESPONSIBILITY FOR THE
METHODS TO BE USED; PROVIDING FOR THE DISTRIBUTION OF THE PAYROLL;
ASSIGNING RESPONSIBILITY FOR PAYROLL VERIFICATION; AND FOR
OTHER PURPOSES.
WHEREAS, Ordinance Number 1382, passed and approved January 13,
1964, provides for the enactment of rules and regulations in all areas of fiscal
control,
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF FAYETTEVILLE, ARKANSAS:
SECTION 1. It shall be the duty of the City Controller in cooperation
with each department head and/or foreman to design.a form or forms whereby
the time of all city employees will be accounted for and certified for each and
every pay period.
SECTION 2. The methods of accounting for and certifying all employees' •
time shall be by the "exception basis" or the "positive basis".
SECTION 3. The City Controller, in cooperation with each department
head and/or foreman, shall decide which method is to be used by each
department of the City.
SECTION 4. It shall be the responsibility of the Department of Finance
to distribute the payroll of the City of Fayetteville .
SECTION 5. The City Controller shall set up verification procedures
deemed necessary for the distribution of the City payroll.
