`WHEREAS, the City of"Fayetteville, Arkansas, on May 8, 1961, adopted Ordinance
No. 1262,-authori :ing'the City Engineer to prepare Rules and Regulations governing the
standards for street -paving, storm sewers,culverts and bridges, sidewalks, and driveways
within the jurisdiction of the City of Fayetteville, Arkansas, and
WHEREAS, said rules and'regulations have been prepared by the City Engineer
• and are ready for adoption.

SECTION 1. That the following rules and regulations are hereby adopted by the
City Council of Fayetteville, Arkansas, to -wit:•.

• 1'. Definition.
•
A. The words"engineer" appearing within this proposed minimum street standards
below is hereby defined to mean the "City Engineer":

All future streets and extensions of streets in the city limits of the City ofFayetteville
must be properly engineered and constructed in accordance with good standards and
acceptable practices as set out below. P must be approved by the engineer. "

. -Width of paved surfac• e' and width of right-of-way as presently prescribed
• Profileand cross sections of proposed street to be provided to take care of
proper drainage, proper grade levels to fit building. sites and to provide uniform
street grade.
Minimum drainage to be provided.

(a) Storm sewers where necessary..
(b) Natural drainage to be observed.
(c) Culvert sizes to be as prescribed by engineer.
D. Grades. *
(a) Effort to be made to keep street grades to a minimum.`.
-(b) ,Streets having grades in excess of a 10% slope will require curb and >

gutter and permanent type- pavement. - .
' (c) on streets having less than 10% slope and at least 50 feet width, six
"feet minimum width shoulders, side ditches having a minimum depth of
two and one-half feet and ditch checks shall be provided it required by
the engineer. (See attached sketch)
(d) On streets having relatively flat slopes, curb and gutter, base and dust
seal may be provided upon approval of the engineer.

E. Subgrades.
• (a)
•
After shaping street to receive paved surface and after shaping street to
approved profile, subgrade is to be compacted to 90% Standard Proctor
Density.
F. Base.
(a) Minimum thickness requirements:
•
(1) Residential: Minimum thickness - 6"
(2) Collectors A and B: Minimum thickness - 8"
(3) Thoroughfares: Same as Collectors A and B - 8"
(b) Material.
(1) Base material shall be selected bank -run gravel having a maximum
P.I. (Plastic Index) of 10 and a maximum aggregate size of 3".
(c) Placement on surfaced street.
(1) Base material shall be compacted with a roller of not less than five (5)
tons to a Standard Proctor Density of not less than 90%. Moisture
content shall be controlled by appropriate field methods to assure
proper density.

G. Surface.
(a) Surfaces may be of temporary or permanent type consistent with requirements
found elsewhere herein, or as approved by the engineer.

Dust seal (Temporary paving): This surface will consist of a bituminous
prime coat of MC -1, or equal, applied at the rate of .25 gallons per
square yard, followed by one application of RC -2, or,equal, applied
as above, and one application of crushed limestone chips (3/8" minus)
applied at the rate of approximately 20 pounds per square yard. Rates
of application given above may be varied at the direction of the engineer.
Permanent paving: This surface may consist of an approved "hot -mix"
asphaltic concrete of the following thicknesses:
Residential - 2" compacted thickness
Collectors A and B 2-1/2" compacted thickness
Thoroughfares - 2-1/2" compacted thickness
Or 6" portland cement concrete may be used, in which case the
requirements as set forth in paragraph F (Base) above will be
unnecessary.

H. Alternate choices of street surfaces.
(a) Gravel streets (See attached sketch).

Bank -run gravel laid to 30 feet minimum width.
Side ditches to 2:1 slope and ditch checks as required by the engineer.
(b) Temporary dust seal.
(1) Profile, cross sections and proper drainage provisions.
(2) Bank -run gravel compacted to 90% proctor density, laid to 18 feet
minimum width to receive dust seal.
(3) Gravel shoulders of minimum 6 feet width with side ditches to 2:1
slope and ditch checks as required by the engineer.
NOTE: It may be electedto provide curb and gutters in lieu of shoulders
and ditches above, 'in which case minimum back-to-back dimensions
-of' curbs shall conform too surface widths'set out in therequirements of
Article IV, Section G, Paragraph 5 of Subdivision Regulations.
(c) Permanent type pavement.
Profile, 'cross sections and proper drainage provisions. (See
paragraphs B and C under Section 3).
Bank -run gravel compacted to 90% density (unless portland cement
concrete pavement is used).
Curbs and gutters, minimum 24" width, laid to proper grade at
proper distance back-to-back. (See attached sketch).
4. Narrow street requirements.
If, due to extenuating circumstances, a street of less width than fifty (50) feet is
approved for a subdivision, concrete curb and gutter and permanent type pavement
will be required.
5. Utilities.
Whenever possible, effort should be made to run utilities in utility easements or
alleys instead of in the street rights-of-way.
6. Variances.
The intent of these regulations is to assure the orderly growth of the City of
Fayetteville by providing the highest quality street construction and area

drainage consistent with economical and topographic conditions existing in any
given development or subdivision. Whenever the tract to be subdivided is of such
unusual size, shape or topography or surrounded by such development or con-
ditionsthat the provisions of these regulations shall result in substantial hardship,
the engineer may vary or modify such requirements to the end that the sub-
division may be developed consistent with public welfare and safety.
