HomeMy WebLinkAbout10-60 RESOLUTIONa RESOLUTION 10-60 • WHEREAS, the governing body of the City of Fayetteville, Arkansas, recog- nizes the need to insure the proper and orderly growth and future development of the City in order to correct and prevent the further development of undesirable growth; and WHEREAS, adequate city plannincis recognized as of primary importance to insure proper growth and development of the city; and WHEREAS, it is to the best interest of the general welfare of the inhabitants of the City of Fayetteville, Arkansas,- that adequate housing facilities be provided for the inhabitants of said city; and. , WHEREAS, the financial resources and technical staff of the city are not adequate to provide such housing plans; and WHEREAS, a portion of suchfinancial sources and technical staff are available to the University of Arkansas, an official State Planning Agency authorized to furnish and provide necessary planning assistance to the cities of .Arkansas. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF FAYETTEVILLE, ARKANSAS: That the University of Arkansasbe, and it is hereby requested to undertake and provide planning assistance in, for, and to the City of Fayetteville, as set forth in proposal No. 2 contained in a memorandum dated June 15, 1960, and presented to the Fayetteville City Council by Raymond E. Nelson and proposal reads as follows: PROPOSAL II Total Cost to City Amount designated for ineligible services Amount designated for eligible services; with (2 x 200) Federal Funds Monthly Amount 21 Month Amount $250.00 $5,250.00 $50.00 $1,050.00 $200.00 4,200.00 $400.00 8,400.00 Planning work to be performed (21 months @ $250.00 --- $5,250.00) Without Federal assistance (21 months @ $50.00-- $1,050.00) Prepare a Housing Code Supervise preparation of Workable. Program Prepare application for Reservationof unitsand preliminary loan for low rent public housing Servicing Planning Commission (keeping plans and regulationsup to date) Resolution si0-6% Page # 2 With Federal assistance (21 months @ $200.00--- $4,200.00 or $8,400.00 with Federal Assistance) Analysis and recommendations onproblems of planning administration. Studiesand recommendations on problems of urban growth (,annexation) with maps. Preparation of and recommendations on Public Improvement Program. COMMENTS AND SUGGESTIONS 1. Services rendered during interim period - May and June - are estimated to cost $500.00. For this amount, the University agrees to supply: All final changes inzoning ordinance and on map and supply 25 copies of each. Participate in discussion and arrange final changes after adoption of Subdivision Regulations and supply 25 copies of approved regulations. Participate in discussions and arrange final changes after adoption and supply 25 copies of Community Facilities Plan and map. 2. Arrangements should be made for Planning Commis:sion•office:or desk space. 3. Items needing further consideration: . a. Appointments to fill Planning Commission vacancy and appointments of ex -officio members. b. City -University Planning coordination. c. City policy on sale to public of planning reports, plans, ordinances, codes, and maps. d. City policy on keeping public informed about planning programs and progress. It is further resolved that the Mayor and City Clerk be and they are hereby authorized to enter inso such agreement with the University of Arkansas as may be required to carry out the intents and purpose of this resolution.
