RESOLUTION 8-59
WHEREAS, a public hearing was held before the Planning Commission
of the City of Fayetteville, Arkansas, on May 5, 1959, on the proposed
adoption of a Major Street Plan with maps and regulations pertaining thereto,
and
WHEREAS, a notice of said public hearing setting forth the time, place
and purpose thereof was published in the Northwest Arkansas Times, a news-
paper of general circulation in said Qty, more than 15 days prior to said • zy'
public hearing, and

WHEREAS, following the said public hearing, said Planning Commission._
certified to the City Council of the City of Fayetteville, Arkansa.s, its recomm
mendation that a resolution be passed adopting said Major Street Plan with
maps and regulations pertaining thereto,
NOW, THEREFORE, BE'IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF FAYETTEVILLE, ARI{ANSAS:
1. That the City Council of the City of Fayetteville, Arkansas, adopt the
Major Street Plan, approved by the Fayetteville Planning Cominission on
May 5, 1959, as more particularly set forth in words and figures as follows:
MAJOR STREET PLAN
Relations to the Comprehensive Plan
A comprehensive city plan usually has three principal elements:
(1) Land Use Plan
(2) Major Street Plan
(3) Community Facilities Plan
The zoning ordinance, subdivision regulations and related municipalcodes
are tools for carrying out the land use plan.
The public improvements program is the systematic scheduling of those
improvements such as streets, public buildings, parks and playgrounds, schools
and parking facilities with possible methods of financing proposed in the
comprehensive plan,
This Plan pertains primarily to the Major Streets of the City of Fayetteville
and o minimum standards for street widths. - - --

,Purpose of Major Streets
Major Streets make up the structural framework of the city and are the
principal channels for moving people and utility services throughout the
City with ease, convenience, speed and safety.
These streets also determine some land uses, many block sizes and the
accessibility to adjoining property.
Classification of Streets
In many cities, as in Fayetteville, the need for at least three classes of
streets is apparent. These classes generally are determined (1) by the kind
of traffic and (2) by the volume of traffic a street carries and are described
as follows: _.

Major -Thoroughfares (Federal or State Highways)
Those which carry heavy and fast traffic, within and through the city' on a
continuous route.
Collector. Streets
Those which carry traffic to and from minor or residential streets to the
system of Major Streets,
Minor or Residential Streets
Those which are used primarily for access to residences or other abutting
properties.
Determining Right -of -Way Standards
The width of a street isdirectly related to its use orfunction--trafficvolume,
use by passenger •cara or.trucks-and:similar factors. %The terms used to
describe street -width sections are:
Right-of-way (paved width plus utility strip) is the total distance between
opposite lot lines as for traffic, parking, utilities and sidewalks.
Paved width is the distance between opposite curb lines used for parking
and traffic lines.
Utility strip is the distance between the curb line and -the property line used
for utilities, sidewalks and planting.
The number and width of traffic lanes, parking lanes and utility strips
vary somewhat depending on the traffic volume involved and the kind of dis-
trict --residential, commercial, or industrial --served.

The minimum right-of-way standards for the planning area for the City
of Fayetteville shall be as follows:

Minor or Residential Streets
With the exception of the requirement of a minimum right-of-way of 50
feet, plans for specific minor and residential streets are not included. The
minor street circulation system rests upon the framework of major thorough-
fares and collector streets. After the basic framework of Major Streets
has been esta.blished, the fitting of the minor and residential streets into
the Major Street pattern can be accomplished best on a local or neighborhood
basic.
Major Street Plan
The following maps are apart -of and are included in the Major Street Plan
for the City:.
Map 1 - Manor Street Plan showing existing and proposed Major Thorough -
far es and Collector Streets,
Map 2 - Major Street Plan setting forth Right-of-way Standards and Im-
provements Required.
Map 3 - Vicinity map showing existing and proposed Major Thoroughfares
and Collector Streets within planning area.
For the purpose of this plan, Major Streets refer to Major Thoroughfares
(Federal and State Highways) and Collector Streets.
2. That a copy of the above and foregoing Major Street Plan with maps and
regulations attached thereto, 'together with a certified copy of this resolution
be filed in the office of the City Clerk and in the office of the Circuit Clerk and
Ex -Officio Recorder for Washington County, Arkansas.
