August 8, 1955 128 z s The City Building Inspector presented the application of Ralph Lehman for a Permit on North West Avenue, Alderman Richardson made a motion that Permit No. 1774 be issued to Ralph Lehman, this motion was secomded by Alderman Lunsford, and was passed unanimously. The Building Inspector presented the application of Dr.John F.Ashburn for a Permit at 832 South School Avende, Alderman Richardson made a motion that Permit No.1778 be issued to Dr.John F.Ashburn, this motion was seconded by Alderman Parish, and was passed unanimous - y bythe Council. The Building Inspector presented the application of J.C.Cox for a Permit on North 1 Highway, Alderman Alexander made a motion that Permit No. 1779 be issued to J.C.Cox, this motion was seconded by Alderman Lunsford, and was passed unanimously by the Council. to repair Alderman Lunsford made a motion that a building at the City Park be repaired, so that it could be rented,or occupied by the City Park Manager, with repairs not to exceed bldg atp700.0O,thls motion wasxseconded by Alderman Bronson, and was passed unanimously by the C.Park. pouncil. There being no further business, Alderman Alexander moved to adjourd, seconded by Alderman Richardson, which was passed unanimously, and the Mayor declared the Council adjourned. Absent:Aldermen. Hunt and Williams. Minutes of the regular meeting og August 8th. were read and approved. The City Building Inspector presented the following applications for Building Permits: J1.L.Ballard at 38 East Rock Street, Alderman Richardson made a motion that Permit No.1788 be issued to J.L.Ballard, seconded by Alderman Parish, which was passed unanimously. Frank Lewis at 115 South Church Avenue,Alderman Richardson made a motion that Permit No1793 be issued to Frank Lewis, seconded by Alderman Alexander,which was passed unanimously. Tom Eads for Standard Finance, a permit at their Used Ear Lot on West Center Street, Alder- man Richardson made a motion that Permit No.1801 be issued to Standard Finance Co, this mo- t3on was seconded by Alderman Alexander, and was.passed unanimously. Oklahoma Tire & Supply Co, on West Mountain Street, Alderman Richardson made a motion that, Permit No.1802 be issued to Oklahoma Tire & Supply Co., seconded by Alderman Bronson, which was passed unanimously. • REPORT OF PLANNING COMMISSION: (City Clerk presented the report} In the matter of the petition of Vera Noll,Hearl D.Hammond,etal for the vacation of portions of certain streets and alleys in Mountain View Addition to the City 62 Fayette- ville, The undersigned, constituting a majority of the Planning Commission of the City of Fayetteville, to which the above entitled petition was referred by the City Council,have duly considered the said petition and report as follows: We find; that the petition has been duly signed by all the owners of abutting propertlbas regikired by Arkansas Statutes; That the sections of Read Avenue lying north and south of the portion described in the peti- tion have been previously vacated, and that the portion of said Avenue lying between Trust Street and Company Street is of no use or value as a street; That the lots affected by the proposed vacation are on a steep hillside and not easily accessable by any of the streets or alleys or portions thereof sought to be vacated; That the portion of Company Street sought to be vacated is very steep and is not needed in reaching any of the lots owned by the petitioners; That the properties of the petitioners are satisfactorily and adequately approached by improved streets, being either Vinson Avenue or North Sequoyah Drive; That none of the alleys described in the petition are necessary to reach any of the property of the petitioners or of any other property in the vicinity; That none of the premises described in the petition have been used by the public for purposes of ingress or egress during the past five (5) years,and it is believed that they never have been so used at any time; That the public interest and welfare will not be affected adversely by vacating said portions of said streets and alleys. WE,THEREFORE RECOIvMEND that the petition be granted and that the Council pass an ordi- nance duly vacating the portions of streets and alleys described in the petition,reserving however,an easement in the public for all public utilities of whatever nature. AN ORDINANCE FIXING TIE AMOUNT OF ALLOWABLE DISCOUNTT FOR R0MPT PAYMENT OF MONTHLY WATER BILLS TO THE CITY OF FAYETTEVILLE,ARKANSAS." The Ordinance was read in its entirety the first time,Alderman Richardson made a motion that the rules be suspended, and the Ordinance placed on its second reading, this motion was seconded by Alderman Bronson and was passed unanimously. 4he Ordinance was then read the second time, and after discussion, Alderman Alexander mach a motion that the rules be further suspended, and the Ordinance placed on its third reaiing, this motion was seconded by Alderman Richardson, and was passed unanimously. Eahe Ordinance was then read the third and final time. The Mayor put the question "Shall the Ordinance pass?, and on roll call by the Clerk, he following vote was recorded: Ayes:Richardson, Parish, Lunsford, McAllister, Bronson Alexander. Nays:None. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FAYETTEVILLE,ARKANSAS: Water Bills Sectmon 1. That hereafter any and all gross water bills payable to the City of Fayette - tote 10% villa, Arkansas,will be subject to a discount of 10% if paid on or before the 10th day Discount of calender month following the date of the last meter reading. Section 2.That all Ordinancees or parts of ordinancescin conflict herewith are hereby repealed. PASSED AND APPROVED on this 22nd day of August, 1955.
