Whereas, the State Highway Commission of the State of
Arkansas is desirous of constructing State Highway near and through
the City of Fayetteville and is desirous of routing the traffic through
the City of Fayetteville over such streets as may be designated and
marked as State and Federal Highways by the Arkansas State Highway
Commission and across all intersecting street,
