Whereas, the property adjacent to Whittham Avenue, northwest
from Douglas Street and the property adjacent to Douglas Street
eastward from Whittham Avenue are forced by the lack of sewer mains
to use surface closets, for the cleaning of which they are forced to pay
$12.00 per annum in addition to their sewer tax;
