Whereas, a petition, claming to represent a majority in
ownership in value of owners of real property within Improvement
District Number Thirty -Five of the City of Fayetteville, Arkansas, said
District being laid off, declared and designated under Ordinance
Number 634 of the City of Fayetteville, Arkansas for the purpose of
Improving by grading, rolling, and paving Duncan Avenue from the
South line of West Dickson Street to the North Line of Putman Street
was duly filed with the City Council of the City of Fayetteville, Arkansas
on the 6th day of December, 1926, asking that said improvement by
undertaken, and that the cost thereof by assessed and charged against
the real property situated within said District,
