WHEREAS, a petition claiming to represent a majority in Value
of the owners of real property adjoining and on West Dickson Street
from the East line of Duncan flenue to the East line of Garland
Avenue was duly filed with the City Council on January 14th, 1924,
asking that said property be created into an Improvement District.

in some newspaper issued and having•a general circulation in the
