Section 1: That Marshall Douglas, Geo Parker and Clem Pearson, three owners of
real property within the limits of Willow Avenue Improvement District Number One of
the City of Fayetteville, Arkansas be and they are hereby appointed as the Board of
Improvement for said Distrtict.
