Section 1: That all owners of real property facing or abutting on the East side of
South Block Street between Rock Street and South Street in the City of Fayetteville,
Arkansas, be and they are hereby ordered to lay construct concrete curbing and gutters
along and in front of their respective properties within twenty (20) days from the date that
notice is served upon them,
