That W.H. Summers, W.L. Crouch and T. U. Jackson, three electors of the City of
Fayetteville, Arkansas, are hereby appointed to constitute a Board of Assessment for the
benefits to be received by each lot or block or other subdivision or land within Willow
Avenue Improvement District Number One of the City of Fayetteville, Arkansas by
reason of the proposed improvement.
